Building an open library of graduation exam questions
For the 2025 high school graduation exam, the first year of exam innovation according to the 2018 GeneralEducation Program, the Ministry of Education and Training requires strengthening management functions, attaching the responsibility of directing and managing the organization of exams to the Provincial People's Committee and the Department of Education and Training in directing the organization of exams at the local level.

Develop and organize the serious and timely implementation of regulations and requirements in the directive documents guiding the organization of exams at grassroots levels; organize comments on draft legal documents, regulations on high school graduation exams from 2025, documents guiding the organization of exams and proactively assess the impact at the local level.
Continue to train teaching teams to develop exam questions and contribute exam questions/test papers to the exam question library in an open manner to serve the organization of high school graduation exams from 2025.
The Ministry of Education and Training also requires localities to do a good job in selecting personnel for the exam; strengthen the dissemination of the exam regulations; improve the quality of professional training for all subjects and forces participating in organizing the exam; especially focus on professional training for officials in charge of inspection, supervision and prevention of the use of high technology to cheat on exams in the locality.
Promote the application of information technology in management, direction and organization of exams; actively participate in testing exam organization software to ensure feasibility and effectiveness.
"Analyze, evaluate and effectively exploit the high school graduation exam results database to serve professional management and policy issuance," the Ministry's instructions stated.
For national competitions for excellent students, regional and international Olympic competitions, the Ministry of Education and Training requires continuing to implement solutions to improve the quality of teaching, training, and examinations for excellent students, and to implement the Regulations on national competitions for excellent students. Organizing national competitions for excellent students ensures the purpose and requirements for regional and international Olympic competitions.
Vietnam participates in PISA survey on computer for the first time
For national and international large-scale assessment programs, the Ministry of Education and Training requires careful preparation and implementation of the official survey of the Program for International Student Assessment (PISA) cycle 2025 on computers locally.
Specifically, it is necessary to develop a detailed plan to mobilize and arrange funds, equip facilities and human resources for implementation; advise local authorities in directing and propagating work; direct general education institutions to do a good job of preparing data on principals, teachers, students and parents.
PISA (Programme for International Student Assessment) is an international student assessment program, initiated by the Organization for Economic Cooperation and Development (OECD) on a global scale, every 3 years, assessing the capacity of 15-year-old students in three areas: reading comprehension, mathematics, and science.
The first cycle of PISA was assessed in 2000. Initially, PISA was designed to be assessed using paper-based tests. However, by 2018, most countries had switched to computer-based testing, with only 9 countries still taking paper-based tests, including Vietnam.
Thus, 2025 will be the first cycle in which Vietnam participates in PISA on computers. This is expected to avoid the situation that occurred in previous cycles when the results of Vietnamese students' answers on paper were too different from those of OECD countries testing on computers, resulting in a model that is different (misfit) from the model of OECD countries testing on computers.
