The Ministry of Health has issued guidelines on the arrangement of medical facilities’ operations according to the two-tier government model, ensuring that healthcare services are provided to local people. One of the issues that people are concerned about is how will the district-level medical centers and hospitals (formerly) change after the district level is abolished?
District hospital retains its functions and duties, may change its name
According to the guidance of the Ministry of Health , with the two-level government model, the existing district, county, town and city general hospitals will basically be maintained and converted into regional general hospitals under the provincial and city health departments after the arrangement.
The arrangement aims to organize the provision of medical examination and treatment services for people in inter-commune and ward areas regardless of administrative boundaries.
Talking to Tuoi Tre Online about this issue, leaders of Ha Dong General Hospital and Quoc Oai General Hospital (formerly Ha Dong district and Quoc Oai district, Hanoi) said that the hospitals still examine and treat people in the area as before.
Previously, both hospitals were under the professional management of the Hanoi Department of Health. Regarding administrative boundaries, district hospitals were under the management of the district-level People's Committee. However, after the district level was abolished, the hospitals will be under the administrative management of the ward/commune where they reside.
For example, Ha Dong General Hospital will be under the administrative management of Ha Dong ward (old Ha Dong district); Quoc Oai General Hospital will be under the administrative management of Quoc Oai commune (old Quoc Oai district).
"The hospital only changed its name from Quoc Oai District General Hospital to Quoc Oai General Hospital and its administrative address," said the hospital's leader, affirming that medical examination and treatment work remains the same as before.
Thus, for the previous district, county and town general hospitals, they will still maintain their operations, without any change in their duties, but only their names can be changed to conform to the two-level government model and new administrative boundaries.
People can go to medical facilities suitable for their geographical location and needs in the area to receive medical examination and treatment.
Health insurance examination is not affected
Regarding health insurance, according to Hanoi Social Insurance, the merger of administrative units does not affect people's health insurance benefits.
Accordingly, after the administrative boundary merger, district and county hospitals may change their names to be more suitable. However, medical examination and treatment activities will still take place normally. The facilities will still receive, treat and pay health insurance as before.
People with health insurance cards who register for initial medical examination and treatment at the district level (before) are still entitled to full benefits according to regulations.
In addition, people do not need to change their health insurance cards, even if the address on the card no longer matches the new administrative name. All data has been synchronized through the chip-embedded citizen identification card and connected to the national health insurance management system.
The social insurance agency will also coordinate to sign new or renew health insurance medical examination and treatment contracts with merged or newly established medical units to ensure uninterrupted services.
