The Hue Monuments Conservation Center is urgently developing and submitting to competent authorities for approval the Plan for preservation, restoration and rehabilitation of the Hue Monuments Complex until 2030, with a vision to 2050.
Among the locations included in the planning study, the boat dock and parking lot area for visiting Gia Long Tomb, located on the banks of the Perfume River in Dinh Mon village (now in Kim Long ward, Hue city), is receiving special attention.

According to the planning orientation, this area will be developed into a functional space for reception, services and technical infrastructure for tourism , including parking lots, boat docks and even a helipad.
According to Dan Tri reporter's investigation, in 2002, the Ministry of Culture and Information (now the Ministry of Culture, Sports and Tourism) approved the investment policy for the project to preserve, restore and embellish the Gia Long mausoleum complex (Thien Tho mausoleum) with a total investment of 59.8 billion VND.
The project was assigned to the Hue Monuments Conservation Center as the investor, divided into 3 phases: technical infrastructure renovation, architectural restoration and environmental landscape restoration.
In particular, the technical infrastructure renovation project includes dredging Kim Ngoc stream, building a mausoleum wharf, a tourist parking lot on the banks of the Huong River and a road system to the Gia Long mausoleum complex.

The project was completed and put into use in June 2006. However, just 4 months later, in October of the same year, storm Xangsane hit the Central region, causing flash floods on the Huong River, causing landslides and washing away all the rocks and soil, embankments on both sides of the mausoleum wharf, and part of other infrastructure items.
Since then, the mausoleum wharf and tourist parking lot on the banks of the Perfume River have been "forgotten". The land area that many local households had to temporarily stop production to make way for the project has now been abandoned for nearly 20 years.
The leader of the Hue Monuments Conservation Center said that after the natural disaster, the center coordinated with relevant units to survey the scene, determined the total damage of about 304 million VND and reported to the investment decision level for remediation.

As for the Huong River boat dock, the repair work is considered complicated, with the potential for further landslides due to the impact of natural disasters, so it needs to be surveyed and studied more carefully. The parking lot is also often silted up due to annual flooding, leading to low efficiency.
By 2022, a new tourist parking lot was built about 800m from Gia Long mausoleum, using socialized capital, to serve passenger cars with less than 30 seats.
