Ensuring supply of essential goods to respond to storm No. 5

(Baohatinh.vn) - The Ministry of Industry and Trade urgently directed the Department of Industry and Trade in the affected areas (including Ha Tinh) to request goods supply enterprises to deploy reserve plans and prepare plans to ensure the supply of goods to people affected and isolated by storm No. 5.

On August 24, the Ministry of Industry and Trade issued urgent dispatch No. 6387/CD-BCT requesting the entire industry to focus on urgent response to storm No. 5 (international name Kajiki). This is a very strong storm, with a wide range of influence, moving quickly and is forecast to make landfall directly on the mainland of our country from Nghe An to Quang Tri on August 25.

Ministry of Industry and Trade urgent instructions

Implementing the Prime Minister 's Official Dispatch No. 143/CD-TTg (August 23, 2025), following the previous urgent Official Dispatches (6349/CD-BCT dated August 22 and 6386/CD-BCT dated August 23), the Minister of Industry and Trade requested that heads of units in the industry absolutely not be subjective, focus on leadership, direct resolutely, and synchronously deploy response measures at the highest level.

The top goal is to ensure the safety of people's lives and property and the State, minimize damage, especially in the context of the whole country preparing for the 80th National Day on September 2, and urgently and strictly carry out the following tasks:

For the Department of Industry and Trade of provinces and cities: Strictly implement the direction of the Government and the Ministry of Industry and Trade; proactively inspect and urge storm response work in the area; Direct hydropower dam owners to ensure the safety of reservoirs, arrange forces and means on duty; strictly implement operating procedures, strengthen field inspections, warn of landslides, and closely coordinate with localities when having to release flood waters urgently; Request hydropower projects to proactively lower the water level of reservoirs to increase flood capacity, contributing to flood reduction for downstream areas; Direct industrial and commercial production establishments (especially near the sea, areas at risk of flash floods and landslides) to have response plans to ensure the safety of people and property; Recommend the Provincial People's Committee to request hydropower and mining projects under construction in risk areas to stop construction and relocate people and machinery to safe places; Ensure the supply of essential goods, especially food, foodstuffs, and drinking water for areas that may be isolated; Market management prevents speculation, hoarding, and price increases.

Owners of reservoirs and hydroelectric dams: Strictly comply with the operating procedures of inter-reservoirs and single reservoirs; do not allow artificial floods to occur; notify people early before releasing floodwaters; Check the safety of dams, flood discharge systems, and warn downstream areas; promptly correct any defects; Fully equip satellite communication equipment, provide information to authorities at all levels and the Ministry of Industry and Trade to maintain smooth command information; In particular, large hydroelectric plants such as Trung Son, Hua Na, Ban Ve, Huong Dien, etc. must increase power generation and lower the water level of the reservoirs to proactively cut floods.

Mining units: Check waste dumps, mines, sludge reservoirs, drainage systems; promptly remedy safety risks; review slopes and areas at risk of landslides; strengthen drainage systems, pumps, and backup power sources.

National Power System and Market Operation Company (NSMO): Directs its affiliated units to mobilize maximum resources, maintain 24/7 duty, ensure uninterrupted communication with power generation and transmission units, strictly comply with dispatch regulations to provide stable power supply in all situations; Regularly check emergency response systems, self-consumption power sources, SCADA and communications to be ready to operate the power system and electricity market when natural disasters occur; Mobilize power sources in the system, especially in storm-affected areas, to be mobilized flexibly to safely and reliably operate the 500-220-110kV power grid connecting regions; At the same time, schedule mobilization in the direction of having reserves, minimizing load reduction on power lines through storm areas, limiting the spread of incidents; Closely coordinate with hydropower reservoir management units to update hydrological and flood situations; Prioritize power generation to lower the reservoir water level, increase flood prevention efficiency, ensure safety of works and downstream areas, and regulate reservoirs in compliance with inter-reservoir and single-reservoir procedures and instructions from competent authorities; Schedule and mobilize power sources appropriately, prioritize important loads, ensure safe operation of the national power system, and limit the spread of incidents; Coordinate with hydropower reservoirs to update hydrological conditions, prioritize power generation to lower the reservoir water level, and increase flood control efficiency.

Vietnam Electricity Group (EVN): Directs power units in localities and hydropower dam owners under their management to prepare sufficient human resources, materials, means, and logistics according to the "4 on-site" principle to respond to storm No. 5 and storm circulation; strengthen inspection and self-inspection of power grid works and hydropower dams to ensure safe and stable power supply, especially for important loads; prepare all plans to restore power as soon as possible to areas affected by storm No. 5 and post-storm circulation.

Strengthen the organization of inspection teams for units managing and operating power grids and hydropower projects under management to promptly direct the implementation of good preparedness and response work.

Coordinate with the Department of Industry and Trade to direct and inspect the implementation of measures to ensure dam safety, especially for weak dams or dams under construction or repair; the operation of hydroelectric reservoirs to ensure construction safety.

Vietnam National Oil and Gas Group (Petrovietnam): Directs offshore oil and gas projects and onshore oil and gas projects in areas affected by storm No. 5 to deploy response plans to ensure safety for people, property and projects; promptly handle situations caused by the storm, and quickly restore production.

Coordinate with relevant agencies to urgently deploy measures to evacuate people and vessels operating at sea within the management area to safe areas.

Vietnam National Coal and Mineral Industries Group (TKV): Strengthen inspection work, immediately direct coal and mineral mining facilities under its management, especially units in Quang Ninh province to proactively inspect safety work, prevent landslides and flooding at mines; strengthen inspection of safety work at waste rock dumps and tailings ponds to promptly handle damage (if any)...

Urgently organize inspections and review of storm response preparations at underground and open-pit mining sites, key waste dumps... proactively handle and have plans to ensure the safety of works and neighboring residential areas, especially in the event of heavy rain and floods.

Other Corporations and General Corporations in the industry and trade sector: Immediately deploy inspections of units and direct units to self-inspecte the work of ensuring safety and natural disaster prevention for construction works under their management, especially works under construction in areas at risk of flash floods, landslides, and low-lying areas to promptly direct units to overcome limitations and shortcomings to ensure safety for people and works.

Direct units under their management to mobilize maximum resources, means, and materials to be ready to respond to natural disasters; closely monitor weather forecasts, rain, floods, and landslides to proactively deploy safety measures.

Enhance workers' awareness and skills on safety measures and response to storms and storm circulation.

Department of Domestic Market Management and Development: Directs the Department of Industry and Trade of localities in the affected areas to request businesses supplying goods in the area to deploy plans to reserve essential goods, prepare specific plans to ensure the supply of essential goods, especially food, foodstuffs, and drinking water for people in affected and isolated areas.

Department of Industrial Safety Techniques and Environment: Continue to closely monitor the developments of storm No. 5 and the response to natural disasters of the units.

Direct units to implement disaster response measures within their authority and promptly report to the Ministry's leaders to direct and manage situations beyond their authority.

Regularly update and synthesize operational data of hydropower reservoirs in the region from Thanh Hoa to Thua Thien Hue (especially important hydropower projects) and send them to the Ministry of Agriculture and Environment and the People's Committees of relevant provinces for coordination in directing and operating natural disaster response.
