For rice, localities should proactively monitor the development of floods and have plans to direct the drainage of buffer water on the main canal system and intra-field canals to prevent flooding in a timely manner. For rice areas that are forming ears and preparing to flower, it is necessary to keep water shallow on the field surface. Mobilize all means of pumping to quickly drain water to save rice in flooded areas, if any. Pay attention to low-lying areas, late-season rice planting in wards and communes of Kim Thanh, An Thanh, Lai Khe, Bac Thanh Ha, Quyet Thang, Kinh Mon, Pham Su Menh, Tran Lieu, Nhi Chieu, Chi Linh, Chu Van An. When the storm subsides and the water recedes, promptly remove moss, clean the fields in flooded areas, take care of fertilizing, and prevent harmful organisms after the storm, helping rice plants to quickly recover and grow.
Localities have directed and advised farmers to quickly harvest summer-autumn vegetable crops that are ready for harvest. Proactively cover leafy vegetables and spices that are easily damaged with plastic wrap. Temporarily stop planting vegetables during storms and prepare seeds to be ready to plant winter crops early after the storms.
For fruit trees, flowers, and ornamental plants, it is recommended that farmers harvest some fruits that are about to be harvested such as guava, custard-apple, longan, banana, etc. to reduce damage caused by storms. Cut branches and leaves, brace to limit breakage, dig deep to clear the flow around the garden to drain water quickly and promptly. Pay special attention to the area of bananas, guava, custard-apple, longan, oranges, and grapefruit in concentrated production areas.
Strengthen guidance for livestock and aquaculture producers to implement a number of technical measures for animal care, disease prevention and overcoming damage caused by heavy rains and floods to stabilize production. Regularly summarize and report on the impact of heavy rains and floods on aquaculture activities, difficulties and obstacles in overcoming the consequences of heavy rains and floods.
Regarding forestry, localities direct relevant agencies and forces to strengthen inspection of forest areas and forestry land at risk of landslides, especially forest land adjacent to agencies, organizations, and houses... Place warning signs and deploy forces for control. Do not let people stay in areas identified as at risk of landslides to ensure the safety of life and property of the state and people.
