Zelenskyy says major reforms to bring 'new energy'

A total of six ministers, including Foreign Minister Dmytro Kuleba, have submitted their resignations, and the parliament has accepted the resignations of four. So far, 10 out of 21 ministerial or equivalent posts in Ukraine's cabinet are vacant.

In addition, since the conflict with Russia, President Zelenskyy has also dismissed or arrested dozens of senior officials, including the Commander-in-Chief of the armed forces and the Minister of Defense.

"We need new energy today and these steps are only related to strengthening our state in different directions," Mr. Zelenskyy told the media at a joint press conference with visiting Irish Prime Minister Simon Harris.

Lawmakers said the Ukrainian parliament is expected to consider the resignation of Foreign Minister Kuleba on Thursday. Kuleba, 43, is Ukraine’s best-known face abroad, meeting leaders around the world to lobby for aid for Ukraine with his fluent English.

On Wednesday, Mr Zelenskyy met with lawmakers from his Servant of the People party, and the leader of the parliamentary group said those in attendance supported the president's call for a change in Ukraine's leadership.

Analysts say the Ukrainian government reshuffle has long been planned but has been postponed as Mr Zelenskyy focuses on talks with Western partners to secure military and financial aid.

"This is a planned reshuffle of the government," said Volodymyr Fesenko, a political analyst in Kiev. "Now half of the government will be replaced. This is Zelenskyy's style. He believes that the new ministers will bring new energy, new approaches, more active work."

The reshuffle comes ahead of Mr Zelenskyy's visit to the US later this month, where he hopes to present a "victory plan" to President Joe Biden.

Analysts say the talent pool in Mr Zelenskyy's administration is limited and expect some outgoing ministers to be reappointed to new roles.

Outgoing Strategic Industries Minister Oleksandr Kamyshin said on Tuesday that he would remain in the defense sector in a different role. Other positions under consideration include the justice minister and the culture and information minister.
