This afternoon (June 21), Permanent Deputy Prime Minister Nguyen Hoa Binh had a working session with the leaders of Da Nang city on the implementation of the construction of the International Financial Center and the results of the implementation of the Central Committee's Conclusion and Resolution on removing difficulties and obstacles related to projects and land.
Deputy Prime Minister Nguyen Hoa Binh stated that the Government and ministries and sectors are drafting a resolution to propose the National Assembly to approve, creating a special mechanism to delegate power to the Government and localities to make the most convenient and transparent decisions in operating the International Financial Center in Da Nang and Ho Chi Minh City.

At the meeting, the Deputy Prime Minister affirmed that the Politburo had concluded that it was necessary to urgently deploy the International Financial Center in Ho Chi Minh City and Da Nang City.
When the National Assembly Resolution is issued, it means that the International Financial Center in Da Nang and Ho Chi Minh City will officially start. The Central Government's determination is to do it very soon, very quickly, because this is a very practical decision, meaningful in promoting the country's economic development.
The Deputy Prime Minister requested that after the National Assembly has passed the Resolution, the tasks under the responsibility of Da Nang, the city must be proactive. The Government will have an action program, including the Government program and the programs of the localities. The city must plan, supplement the planning, amend the planning, take the initiative in personnel, information technology infrastructure, call for investors, etc.
The Government and ministries have developed a Resolution to propose the National Assembly to approve, creating a special mechanism to delegate power to the Government and localities to make the most favorable and transparent decisions for the Financial Center.
Regarding the removal of obstacles in land projects, Deputy Prime Minister Nguyen Hoa Binh said that Conclusion No. 77 of the Politburo on the Project "Plan to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in some provinces and cities" and Resolution No. 170 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions, including Da Nang city, serve as the basis for removing obstacles in land projects.
Currently, the whole country has more than 2,300 projects with similar problems, Da Nang alone is the locality with the largest number of projects with more than 1,300 projects. Up to now, the city has also established a Steering Committee and focused on resolving about 40% of the projects, the remaining number is large, compared to the requirements, which is still slow.
The Politburo has a policy to expand the application of Resolution 170 of the National Assembly on a national scale, but before applying it, there needs to be a preliminary review and assessment. The Government will soon organize a conference to review Resolution 170 of the National Assembly.
The Permanent Deputy Prime Minister said that the lessons and experiences of Da Nang in the process of removing difficulties and obstacles for projects will serve as a basis, experience, proposed solutions and mechanisms applicable to the whole country.

The Deputy Prime Minister said that the number of remaining projects in Da Nang that have not been resolved is about 60%, and suggested that the city focus on resolving these issues and promoting economic growth.
“I suggest that if we cannot resolve the issue before the merger, we must speed up after the merger. I suggest that you focus on resolving the issue in parallel with the operation of the two-level government. Now we must focus on resolving it quickly, there is no need to extend it, and we must do it resolutely as we are implementing the two-level government.
If Da Nang wants to be a model for the whole country, we must do it effectively. Now we are a big city, an economic center, an economic center of the region. I really hope that a Da Nang structure will take off and break through after the merger" , Deputy Prime Minister Nguyen Hoa Binh emphasized.
