Strengthening the mobilization of international resources in the construction sector

(Chinhphu.vn) - The Ministry of Construction has just issued a Plan to implement Resolution No. 153 of the Government promulgating the Action Program to implement Resolution No. 59 of the Politburo on international integration in the new situation.

Implementing Resolution No. 153/NQ-CP of 2025 of the Government and Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation, the Ministry of Construction has issued an action plan to ensure the comprehensive leadership of the Party and the unified management of the State in the integration process of the industry.

The plan requires concretizing and seriously implementing the proposed tasks and solutions, closely following the industry's development goals and orientations in the Resolution of the 13th National Party Congress, contributing to the successful implementation of the goals by 2030, with a vision to 2045.

Some of the key points directed by the Ministry of Construction include: Strengthening Party leadership, innovating thinking and action in international integration; organizing the dissemination of the contents of Resolutions 59 and 153, raising awareness and responsibility of cadres and Party members, especially leaders.

Promote external communications and effectively promote the industry's external activities, the role and contribution of international integration to the development of the Construction - Transport industry.

Strengthen inter-sectoral coordination and improve the effectiveness of information sharing between the Ministry of Construction, the Ministry of Foreign Affairs and relevant ministries and sectors to promptly grasp, analyze, and forecast the international situation and make appropriate policy responses.

Applying digital transformation in foreign information work and digital diplomacy, effectively implementing Conclusion No. 57-KL/TW of the Politburo, developing digital platforms to serve integration work.

Promote international economic integration, build an independent and self-reliant economy, associated with digital transformation and growth model innovation. At the same time, review and update strategies and action plans to ensure consistency with Resolution 59, and add new solutions to meet development requirements until 2030, with a vision to 2045.

Strictly implement international commitments, research, participate in signing and joining international treaties and agreements in the fields of construction and transportation to bring practical benefits to people and businesses.

Strengthening the mobilization of international resources, proactively mobilizing and connecting projects using ODA capital and preferential loans from donors and strategic partners to develop transport infrastructure, construction and urban areas in line with the country's socio-economic development orientation.

The Ministry of Construction has identified a number of key tasks to promote deep and effective international integration, contributing to consolidating a peaceful and stable environment, developing the socio-economy and enhancing the country's international position.

Regarding political, defense and security integration, the Ministry requires units to proactively coordinate with ministries and branches to participate in building and shaping regional and global economic and trade structures; actively contribute to cooperation frameworks such as WTO, ASEAN, APEC, ASEM, Mekong sub-region, especially in new areas of cooperation such as digital transformation, green growth, sustainable development related to construction and transportation.

Regarding the integration of science, technology and innovation, the Ministry continues to implement the resolutions of the Central and the Government on the development of science and technology and national digital transformation. Focus on promoting international cooperation in research, application of green technology, circular economic models, development of climate change adaptation infrastructure, towards low-emission construction and transport sectors, and sustainable energy use.

Regarding the capacity to implement international commitments, the Ministry of Construction requires reviewing and perfecting the legal system, mechanisms and policies in the construction and transport sectors, ensuring consistency, transparency and efficiency; at the same time, strengthening inspection and supervision of the implementation of signed international commitments, in order to maintain a favorable and stable investment and business environment.
