The workshop is part of a series of thematic events within the framework of the Australia - Vietnam Innovation Partnership Program (Aus4Innovation) to enhance capacity for innovation policy design and evaluation in Vietnam.
In his opening speech, Deputy Minister of Science and Technology Bui The Duy emphasized: In the context of Vietnam promoting institutional reform, building policies based on an efficiency assessment mechanism is an urgent requirement to ensure investment is focused on key areas.

According to Deputy Minister Bui The Duy, Vietnam's science, technology and innovation ecosystem is being designed and operated in a way that evaluates and invests based on actual efficiency. In recent times, institutional innovation has taken place at a very fast pace, demonstrated by the completion of the Law on Science, Technology and Innovation in just 3 months, an unprecedented result.
In particular, the Ministry of Science and Technology has recently been assigned a new task: Assessing the effectiveness of science and technology, innovation and digital transformation activities nationwide. This creates a solid foundation for the Ministry to effectively implement programs, projects and policies, as well as measure the impact of science and technology on socio -economic growth.
At the workshop, Deputy Minister Bui The Duy acknowledged and highly appreciated the support of the Aus4Innovation Program, especially the introduction of new tools in policy evaluation such as progress monitoring methods and performance-based policy design. The Deputy Minister said that these tools will be studied and applied immediately in the process of policy development and implementation in the coming time, in order to realize the goal of science and technology, innovation and digital transformation creating real impacts, contributing at least double digits to GDP growth.
On behalf of Australia, Ms. Renee Deschamps, Charge d'Affaires of the Australian Embassy in Vietnam, emphasized that Science, Technology and Innovation is one of the three important pillars in the Comprehensive Strategic Partnership between the two countries. "Today's workshop demonstrates Vietnam's vision and aspiration to promote comprehensive transformation through innovative policies and practices. Australia is committed to always accompanying Vietnam on this journey," said Ms. Renee Deschamps.

Ms. Renee Deschamps highly appreciated Vietnam's remarkable progress in institutionalizing innovation as a driving force for development. The issuance of Resolution 57-NQ/TW, the adoption of the Law on Science, Technology and Innovation, and the integration of the Sustainable Development Goals (SDGs) into national strategies are fundamental steps towards sustainable growth and climate change adaptation.
Ms. Renee Deschamps affirmed that Australia is proud to accompany and support Vietnam through typical initiatives such as: Aus4Innovation Program, implemented by CSIRO, Australia's national science agency. One of the outstanding components is the Vietnam Innovation Policy Assessment Framework Project, co-designed and implemented with the Ministry of Science and Technology of Vietnam.

According to Ms. Renee Deschamps, this project aims to equip Vietnamese policymakers with practical and evidence-based tools to develop and evaluate innovation policies with a comprehensive lens that not only promote economic growth but also contribute to ensuring social equity and sustainable environmental management. This workshop plays a key role in translating policy into practical impact, contributing to shaping a strong and sustainable innovation system for Vietnam.
Mr. Kim Wimbush - Director of the Aus4Innovation program said that the presence of many delegates from ministries, research institutes, universities, enterprises, innovation centers and international organizations created a deep dialogue, clearly demonstrating the power of collective action in the process of building and implementing innovation policies. Mr. Kim Wimbush affirmed that he will continue to work side by side with Vietnamese partners to turn policies into impacts.

At the workshop, delegates shared many important presentations, including: New points of the Law on Science, Technology and Innovation and expected impacts; introducing the Responsible Innovation Assessment Framework, a tool to balance state management requirements, innovation encouragement and sustainable development.
The series of events is of great significance in the context of Vietnam determining to create breakthroughs in science and technology, innovation and digital transformation to contribute to promoting economic growth. The National Assembly has recently issued many legal corridors for innovation, requiring the ability to effectively implement policies and have specific assessment and measurement tools. The series of events contributes to improving the capacity of innovation policy makers and implementers, equipping them with modern assessment methods and tools, and accessing international experience.
