Creating development space
At the conference to review the work of the first 6 months of the year and deploy the tasks of the last 6 months of 2025 of the Culture, Sports and Tourism sector, presenting the "Theme of the work of building and perfecting the legal institutions of the Sector and arranging and streamlining the organizational apparatus, implementing decentralization and demarcation of authority in the sectors of the Sector when organizing 2-level local governments", Director of the Legal Department Pham Cao Thai said that since the beginning of the term, the leaders of the Ministry of Culture, Sports and Tourism have paid special attention to and continued to resolutely direct the work of building and perfecting the legal institutions of the sector in sync with the legal system in general. More importantly, it is necessary to build institutions with the mindset of creating development space in all management areas of the Sector and strengthening state management.
Minister Nguyen Van Hung and Deputy Ministers chaired the conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2025 of the Culture, Sports and Tourism sector.
In the context of the first 6 months of 2025 being very busy as this is the last year of the term in terms of building and perfecting the legal system, summarizing the entire term, and having to focus on preparing for the legislative plan for the next 5 years, and at the same time reviewing and developing legal regulations on the organization and legal basis for the apparatus to operate, the Ministry of Culture, Sports and Tourism has promptly completed the system, issued legal regulations for implementation, and promptly served the people and businesses.
With tireless efforts, in the first 6 months of the year, the work of building and perfecting the institutions of the Ministry of Culture, Sports and Tourism has achieved many positive results. As of July 15, 2025, the Ministry of Culture, Sports and Tourism presided over the building of 44 legal documents, including 2 draft laws, 1 draft resolution of the National Assembly and 1 proposal to build a law; 22 draft decrees, proposals to build a decree; 18 circulars of the Minister.
In addition, the Ministry is continuing to develop Circulars on economic and technical norms for public career services using the state budget in the field of culture, sports and tourism.
This is a year that marks many outstanding efforts in institutional improvement of the sector. Specifically demonstrated by the number of legal documents developed by the Ministry in 2025 reaching the highest level in the Government's term from 2021 to present and initially achieving important results.

Based on the results achieved, Director Pham Cao Thai suggested that in the coming time, the organization after the reorganization and streamlining must operate smoothly and effectively. To do this, the regulations must be complete, the content must be clear, not overlapping or contradictory; ensure strong decentralization and delegation of authority; clearly distinguish between general authority and specific authority; and reduce administrative procedures.
Mr. Pham Cao Thai also stated that it is necessary to remove bottlenecks through reviewing, detecting, replacing, and promptly amending regulations that are no longer appropriate, inconsistent, or contrary to more effective documents, causing difficulties in application; guiding general regulations that lead to different interpretations. Along with that, it is necessary to change the approach when drafting new documents, not trying to include regulations that create barriers and unnecessary procedures that cause new bottlenecks.
Continue to focus on building institutions and policies in the field of physical education and sports.
At the Conference, presenting a speech with the topic "Focusing on building institutions and orienting the National Congress and organizing tournaments after merging 34 provinces/cities", Director of the Vietnam Sports and Physical Training Department Nguyen Danh Hoang Viet said that the first 6 months of 2025 is a period of many difficulties and challenges for the culture, sports and tourism sector in general and the Vietnam Sports and Physical Training Department in particular.
In the context of a rather heavy workload, with many urgent and complicated tasks, especially the arrangement and consolidation of the organizational apparatus, the preparation and participation in the 33rd SEA Games, at the same time, it is necessary to urgently implement Conclusion 70-KL/TW of the Politburo, the Strategy for the Development of Vietnam's Sports and Physical Training; review and advise on institutions and policies in the field of sports and physical training; handle and remove bottlenecks and outstanding incidents in the field of sports and physical training.
In that context, with the close and drastic direction of the Ministry's leaders, the coordination of ministries, branches, localities and relevant agencies, sports and physical training work has achieved many remarkable results.

According to Director Nguyen Danh Hoang Viet, the last 6 months of 2025 are forecasted to continue to have many difficulties and challenges for the culture, sports and tourism sector, but there are also many advantages in the context of implementing Conclusion 70-KL/TW of the Politburo and the Vietnam Sports Development Strategy. Promoting the achievements, the Vietnam Sports and Physical Training Department will continue to strongly innovate state management, institutionalize the policies and orientations of the Party and State in the Resolution and Strategy for Vietnam Sports Development in the new period.
To achieve the set goals and bring Vietnamese sports to the international arena, the Sports and Physical Training sector will focus on implementing the following tasks and solutions:
Focus on building institutions and policies in the field of physical training and sports, focusing on implementing the plan to summarize the implementation of the 2006 Law on Physical Training and Sports and the Law amending and supplementing a number of articles of the 2018 Law on Physical Training and Sports. Complete and submit to the Ministry documents and projects in the 2025 work program (the Vietnam Sports and Physical Training Department commits to completing all documents and projects to submit to the Ministry in August 2025).
Review the entire system of sports competitions in the national competition system to suit the new administrative government to ensure the principles of "Equality - Fairness - Professionalism - Integration" . At the same time, establish a sustainable development strategy for each region/area in the new administrative system.
Focus on the Vietnamese Sports Delegation to participate in the 33rd SEA Games in Thailand, the Asian Youth Games in Bahrain, and at the same time prepare forces for the 2026 ASIAD and the 2028 Olympics. Based on reviewing the entire system of facilities and equipment at the National Training Centers to arrange training teams to ensure suitability and effectiveness. In parallel with increasing investment and effectively using investment capital from the state budget, promoting socialized solutions to maximize the mobilization of social resources in athlete training; promoting the role of National Sports Associations, enterprises, organizations, and individuals in training and coaching sports athletes.
For sports for all: Innovate and improve the quality of the movement "All people exercise following the example of great Uncle Ho", mobilize and attract a large number of people to participate in sports training, create favorable conditions for the development of diverse forms of sports training at the grassroots level. At the same time, prepare forces for the Disabled Sports Delegation to participate in the 13th Para Games in Thailand.
"In the near future, the Vietnam Sports Administration will report to the Ministry's leaders on the "Vietnam Future" project for the 2025-2029 period. The program is of national scale with the goal of physical training, promoting the spirit of sports training, finding talents and building a generation of healthy Vietnamese people," said Director Nguyen Danh Hoang Viet.
