Cooperation in applying AI and big data in training leaders in Vietnam

Vietnam cooperates with Google in training AI, big data, digital transformation, improving the capacity of leaders, managers and policy research.

On the afternoon of July 17, in Hanoi, Professor, Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, received and worked with Mr. Doron Avnin, Vice President of Google Corporation, in charge of government relations and public policy for emerging markets.

Welcoming Mr. Doron Avnin, Vice President of Google Corporation, in charge of Government Relations and Public Policy for Emerging Markets and members of the delegation visiting and working at the Academy, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang expressed his joy at welcoming representatives of one of the world's leading technology corporations and said he was very impressed with the outstanding achievements of Google - the leading technology corporation, a pioneer in many fields, such as: Search engine (Google Search); Android operating system; Cloud computing platform and artificial intelligence (AI) - technologies that have been widely applied in Vietnam; contributing to effectively supporting management and system operation activities as well as improving the quality of people's lives.

The Director of the Ho Chi Minh National Academy of Politics emphasized the importance of expanding international cooperation, especially in the context of Vietnam entering a new development stage, with high determination in implementing major policies of the Party and State on innovation, digital transformation and development of high-quality human resources, especially leaders, managers and civil servants in the political system.

According to Mr. Nguyen Xuan Thang, reality shows that there is a certain gap between the staff who have knowledge of technology but no management experience and vice versa, the staff who have management and administration experience but are not fully equipped with digital knowledge and skills. This is a key issue, requiring a comprehensive solution, in which technology is not only a tool but also a factor deeply integrated into the entire public service management ecosystem of the entire political system.

With that requirement, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang proposed to cooperate with Google to build a comprehensive AI application training model, suitable for Vietnam's reality, meeting different levels of needs in training and fostering cadres to meet the requirements of the new era.

At the meeting, Mr. Nguyen Xuan Thang also mentioned the need to build a shared Big Data database for the entire Academy system and the entire political system, considering this a "dormant resource" that needs to be effectively exploited to serve the work of summarizing practices, policy making, theoretical research and training of cadres in the political system.

Mr. Nguyen Xuan Thang expressed his wish to have the support of prestigious technology partners such as Google and FPT Corporation - the unit that is closely coordinating with the Academy in the fields of technology, data science and digital transformation.

On behalf of Google Corporation, Mr. Doron Avnin thanked Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang for taking the time to meet and highly appreciated Vietnam's strategic vision.

Mr. Doron Avnin affirmed that Google is always ready to accompany Vietnam in the digital transformation journey, especially in the field of education and training of high-quality human resources.

Sharing about the AI training models that Google has deployed in many countries, Mr. Doron Avnin said there are three main levels: Universalizing basic knowledge about AI for all people; training skills to apply AI to the daily work of officials and civil servants; and in-depth training programs for research and innovation teams.

The cooperation between Google and the Ho Chi Minh National Academy of Politics, according to Mr. Doron Avnin, is a potential combination between a top training institution of the Party and State of Vietnam and a global technology corporation with leading experience in science, technology, innovation, digital transformation and artificial intelligence.

At the meeting, the two sides agreed to soon sign a Memorandum of Understanding (MOU) on science, technology, innovation and digital transformation, AI application; and cooperate in program development and training organization at the Academy.

This Memorandum will be an important legal basis for implementing programs on science, technology, innovation, digital transformation, AI application and training programs, developing digital platforms to support learning, organizing specialized seminars and building an ecosystem of innovation, digital transformation, and AI application associated with Vietnamese practice.

At the same time, the signing of the MOU will also open up opportunities for deeper cooperation in areas such as building national AI policies, establishing AI ethical standards, applying AI in strategic consulting activities on policy planning, guidelines and implementation of Party and State policies as well as raising public awareness of new technologies within the framework of the Academy's functions and tasks./.
