The conference assessed that in the past, due to many objective and subjective reasons, many projects across the country were stalled and stuck. Recently, the Politburo , the Secretariat, and General Secretary To Lam have paid great attention to, directed strongly, and removed difficulties and obstacles for projects in order to free up resources, put projects into use soon, and avoid wasting assets and money of the State, businesses, people, and society.
In particular, the Politburo issued Conclusion No. 77-KL/TW on solutions to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities; the National Assembly issued Resolution 170/2024/QH15, the Government issued Decrees 76/2025/ND-CP and 91/2025/ND-CP to implement the Politburo's policy. The Government also established a Steering Committee to resolve difficulties and obstacles in pending projects.
The Prime Minister requested agencies and localities to closely coordinate with Steering Committee 751 and the Government Party Committee to complete the report to the Politburo in August 2025, with the best possible quality.
Delegates said that the conclusions, resolutions and decrees of the Politburo, the National Assembly and the Government are important legal bases to resolve difficulties, obstacles, bottlenecks and bottlenecks in mechanisms and policies; at the same time, they are the basis for provinces and cities to review projects, to apply and implement measures to handle and resolve outstanding issues, towards the goal of building a transparent investment environment, protecting the rights and legitimate interests of people and businesses.
After more than a year of implementing Conclusion 77 of the Politburo, some positive results have been achieved: Many problems have been resolved, the project continues to be implemented, bringing results, freeing up resources for the State, businesses and people.
However, through the latest review, up to now, the whole country has 2,981 backlog projects, lasting for many years, with huge value and resources of society being wasted. Backlog projects, legal problems related to land management, use, planning...
Among them, there are projects that have been identified as having violations, projects that have signs of violations, and many projects that are stuck in processes and procedures. The backlog of projects is under the jurisdiction of the Central Government, but mainly under the jurisdiction of the localities.

Analyzing the causes of the above situation, partly due to legal regulations, some localities being impatient to promote growth and businesses lacking experience and resources to implement projects, delegates proposed the need to decentralize, delegate power and clearly assign tasks to speed up the progress of handling problems, in which, along with handling problems, including handling violations according to regulations, it is necessary to ensure the legitimate rights and interests of related parties.
Based on the results of implementing the conclusions, resolutions and decrees of the Politburo, the National Assembly and the Government on specific mechanisms and policies to remove difficulties and obstacles for projects in Hanoi, Ho Chi Minh City, Da Nang City, Khanh Hoa and Long An provinces, delegates proposed applying mechanisms and policies to remove difficulties and obstacles for pending and stuck projects nationwide.
Concluding the conference, Prime Minister Pham Minh Chinh welcomed the practical, frank, objective, responsible and highly constructive discussions of the delegates, especially the viewpoints and handling methods appropriate to the situation, ensuring efficiency, humanity, promoting development, in handling projects and land, not letting "mistakes overlap mistakes, getting this job and losing that job"; requested the relevant ministries and agencies to fully absorb the opinions of the delegates, draft the Conference Conclusion Notice to unify implementation in the coming time.
The Prime Minister said that removing difficulties and obstacles related to projects and land is a difficult, sensitive and unprecedented task, but it must be done with determination; he affirmed that the Politburo, National Assembly and Government's conclusions, resolutions and decrees on specific mechanisms and policies to pilot the removal of difficulties and obstacles for projects and land in 5 localities are very correct, necessary and effective.
The methodical implementation process, based on the principles of the Party and the laws of the State, closely following reality, gradually expanding while doing, not being perfectionist, not being hasty and considering proposals carefully, has achieved practical results, removed difficulties and obstacles in many projects and put resources into use to serve socio-economic development. The way of doing and the results have been agreed upon, welcomed and supported by the people and businesses. This shows that it is necessary to promote the achieved results and continue to handle the remaining projects.
Regarding lessons learned, the Prime Minister emphasized the leadership, direction, and decisive, objective, steadfast, and persistent participation of Party Secretaries and People's Committee Chairmen at all levels; promoting the sense of responsibility, daring to think and act with a pure spirit. During the process, it is necessary to digitize the database; coordinate between relevant ministries, branches, and localities with the highest sense of responsibility, not shirking tasks; and handle matters within authority, and report to competent authorities if beyond authority.
