One side of the main road of the Hoa Lien-Tuy Loan expressway has been completed, traffic is convenient.
On July 17, Deputy Minister of Construction Nguyen Viet Hung, Deputy Head of Inspection Team No. 1 (according to the Prime Minister's decision) conducted an inspection at the construction site of the Hoa Lien - Tuy Loan expressway project.
Hoa Lien - Tuy Loan Expressway enters the peak of completion
According to the Hoa Lien - Tuy Loan Expressway Project Management Board, the project is currently deploying 20 construction teams working in 3 shifts to carry out the items of crushed stone, asphalt concrete, traffic infrastructure, residential underpasses, service roads, etc. Up to now, the project output has reached more than 75% of the contract value and is entering the peak of completion.
"Contractors are focusing on the main road surface. If the weather is favorable, the entire road surface will be completed on August 15 and open to traffic on August 19," said Mr. Le Thanh Binh, Deputy Director of the Ho Chi Minh Road Project Management Board.
For more information, Mr. Binh said: Traffic safety and congestion prevention on the route have been significantly improved. The Hoang Van Thai intersection, the most congested location on the route (due to the construction of the overpass), has also been resolved. By the morning of July 17, vehicles were able to travel on the asphalt concrete road along the entire 11.5 km length of the project.
The Hoa Lien - Tuy Loan expressway project is 11.5 km long, located in Da Nang City. The total investment is more than 2,100 billion VND. The project started in September 2023, the main route is expected to be completed in August 2025, and the entire project will be completed in November 2025.
However, some construction sites on the route are still unable to be implemented due to site clearance issues such as: in Ba Na commune, households are hindering construction due to the impact of vibrating rollers causing cracks in houses at Km 76+241 - Km 76+735 (about 500m); some locations are still stuck with residential land so the contractor cannot fence off to ensure traffic safety when the route opens to traffic on August 19...
The Ho Chi Minh Road Project Management Board proposed that the Ministry of Construction consult with the People's Committee of Da Nang City to completely handle and hand over the clean site to the project no later than July 20, 2025 to complete the project.
After hearing the report on the construction status and difficulties of the project, Deputy Minister Nguyen Viet Hung encouraged the investor and contractor to raise their spirits and resolutely speed up the project progress. The Deputy Minister requested the contractor to focus on human and material resources to implement the construction and complete the main route before August 19 as directed by the Government.
For the remaining problems, the Deputy Minister assigned the Ho Chi Minh Road Project Management Board and the contractor to closely coordinate with the locality to resolve them, with the goal of ensuring traffic safety and not affecting the progress of the main route.

At the construction site of the Quang Ngai - Hoai Nhon Expressway, Mr. Ngo Truong Nam, General Director of Deo Ca Group Joint Stock Company, said that the joint venture contractor is maintaining 50 main construction teams with about 3,100 personnel and 1,150 pieces of machinery and equipment.
Up to now, the total output of the whole project has reached 9,750/13,343 billion VND, equivalent to 73% of the contract value. The roadbed alone has been filled with more than 11/11.4 million m³ (nearly 98%), crushed stone has been deployed over 70 km, of which asphalt concrete has been completed over 50 km.
Traffic safety items are also being promoted with 90% of traffic safety components having been manufactured and assembled, about 20% having been installed. The barrier system along the route is basically complete. 76/77 bridges have installed girders, and the bridge deck is under construction.
"The main items are being well controlled in terms of progress. If the weather is favorable, the joint venture contractor is confident in completing the roadbed as required by the Prime Minister and the Ministry of Construction by the end of this year," Mr. Ngo Truong Nam pledged.
Quang Ngai - Hoai Nhon Expressway is over 88 km long, with an investment capital of about 20,400 billion VND, invested by Project Management Board 2. The project started construction on January 1, 2023, and is expected to be put into operation in December 2025.
Tunnel No. 3, 3,200m long, is considered the largest "critical path" of the project due to difficult construction conditions, geological changes compared to the design, affecting progress, and having to buy materials from commercial mines, also increasing costs. However, the contractor has flexibly coordinated the construction, helping the progress of this item exceed the plan, the concrete shell has reached 50%. Tunnels No. 1 and 2 have completed the construction part, currently deploying the electrical system and fire protection.
According to the report, there are still 2 locations where the land has not been handed over: the branch line at the intersection at Km 15+600 and the intersection at Provincial Road 624B at Km 19+300 (Dinh Cuong commune). In addition, many locations on the route are still being obstructed by people due to complaints about cracked houses and requests to reclaim all land within the traffic safety corridor.
Deputy Minister Nguyen Viet Hung requested that investors, contractors and local authorities take drastic action and do better to bring the project to the finish line.
At the inspection site, Deputy Minister Nguyen Viet Hung acknowledged and commended the active working spirit of the consortium of contractors, investors and local authorities in coordinating the implementation of site clearance and project construction. These efforts have significantly contributed to increasing construction output, promoting capital disbursement and gradually completing the project.
At the remaining locations, the Deputy Minister requested investors and contractors to closely coordinate with local authorities to quickly resolve the problems, "not allowing small problems to affect the overall progress of the entire route".
The Deputy Minister also suggested expanding the model of a working group in charge of site clearance, construction protection, and promptly grasping and resolving the legitimate aspirations of people and organizations to avoid situations where people obstruct construction as in the past.
"There is not much time left to open the entire route to traffic, the entire construction site needs to demonstrate a spirit of urgent and decisive work, deploying three shifts, four teams. Solve any difficulties, do not shirk responsibility, do not avoid, so that the construction site is always bustling with the sound of machines", the Deputy Minister directed.
Also during the site inspection of the Quang Ngai - Hoai Nhon expressway project, leaders of the Ministry of Construction met and listened to the concerns of some households in Quang Ngai province who have not yet handed over the land, affecting the construction progress. The Deputy Minister requested the local authorities to pay attention to thoroughly resolving the problems, and at the same time called on the people to continue to accompany the contractor to effectively carry out the construction. At the same time, he requested the contractor to support the cleaning and collection of mud that spilled into people's yards after the rain to ensure environmental sanitation.
Thanks to the sharing and direct mobilization, most of the households present at the site agreed to allow construction, cleaning, and creating favorable conditions for the project to continue smoothly.
