New position, new opportunity

Along with the whole country, the capital Hanoi has completed the arrangement according to the two-level local government model with 126 new communes and wards.

The scale of area, population and economy of each commune and ward of the Capital is much larger than before, opening up space to meet the requirements of modern and civilized urban development, promoting historical and cultural values, promoting administrative reform, better managing and exploiting the space and resources of the thousand-year-old Capital in the new period.

1. Looking at the map of 126 new communes and wards of the capital, we can easily see that the 126 new communes and wards of Hanoi all ensure the characteristics, peculiarities, and identities of each locality. From the perspective of prioritizing the creation of long-term development space, the current 126 communes and wards are both an independent entity in terms of administrative boundaries at the commune level, and create continuity, a solid block in the fields of economy, culture, society, security, national defense... of the capital.

In particular, the outstanding feature of the current 51 wards is that they have basically overcome the division of areas, creating convenience for people in studying, trading, working and state management activities to ensure comprehensiveness, science and strictness. Previously, many wards, residential groups and residential areas in the inner city had overlapping areas, even an urban area was managed by many wards. Not only that, a ward or residential group but located between many roads, divided by rivers, has more or less affected socio-economic development, not creating convenience for people in carrying out administrative procedures as well as for cadres, civil servants and public employees when performing their duties. Therefore, the demarcation of ward-level administrative boundaries according to roads and rivers in the inner city has now helped people easily identify where they live, while facilitating the management of the area, opening up more room for development.

In the suburban areas, most of the communes were merged together basically on the basis of the previous communes. Therefore, even though a commune is merged by 2-3 communes, it still ensures the compatibility in terms of village, commune, clan culture and the development of agricultural economy of the local people.

Thus, in addition to ensuring stability and continuity of administrative units, the current 126 communes and wards have created a large enough space in terms of area, population, and economic scale to move towards a strong and sustainable future development.

Notably, the cultural identity, history, and customs of each locality and region are clearly reflected in each name of commune and ward. Specifically, along with preserving the names that have gone down in history of the land of thousands of years of civilization and the subconscious of the people of the Capital, many names with unique historical and cultural elements associated with local people have also become new names of communes and wards.

All the current socio-economic, cultural, historical factors... of the communes and wards will create more room for development, thereby helping the Party Committee, government and people of the Capital enter a new development stage with many new expectations.

2. The two-level local government system in operation, with 126 communes and wards in Hanoi today, is a vivid demonstration of the strong change in the thinking of administrative reform of the Capital and opens up new development space. Thereby, helping Hanoi continue to maintain its leading role, the growth engine not only of the Capital Region, the Northern Key Economic Zone but also of the whole country.

With a new position and new opportunities, the authorities of 126 communes and wards need to identify the focus, key points and priority issues for development in the coming period. This task needs to be built on existing strengths, while at the same time, it is necessary to unleash new potentials, formed from the expansion of administrative boundaries of each locality.

In the new context, communes and wards need to identify their local development issues based on the focus of the focus, the breakthrough of the breakthrough in each field. More specifically, based on the foundation of the system of policies and laws issued by the Party, the State and the city, communes and wards need to pay attention to the development pillars to ensure that they are suitable for the locality. Accordingly, the goals and tasks of each commune and ward need to focus on the "four pillars" of the Politburo: Resolution No. 57-NQ/TU on breakthroughs in science and technology development, innovation and national digital transformation, Resolution No. 59-NQ/TU on international integration in the new situation, Resolution No. 66-NQ/TU on innovation in law-making and enforcement to meet the requirements of national development in the new era, Resolution No. 68-NQ/TU on private economic development. With this "quartet", communes and wards need to research and develop appropriate and strategic goals, tasks, and solutions within the overall tasks of the city in the coming period.

In particular, communes and wards also need to base on Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital by 2030, with a vision to 2045; the Capital Law 2024 to quantify development indicators, thereby contributing to realizing the goal by 2045: Hanoi Capital is a globally connected city, with a high standard of living and quality of life, with a Gross Regional Domestic Product (GRDP)/person reaching over 36,000 USD; comprehensive, unique and harmonious economic, cultural and social development; typical of the whole country; with a development level on par with the capitals of developed countries in the region and the world.

With a vision and specific goals and targets both in the short and long term, communes and wards need to put themselves in a new position, to have a new mindset in shaping the development path. In the current practical context in the capital, localities need to take science, technology, innovation and digital transformation as the main driving force contributing to economic development. Together with the city government, the authorities of communes, wards and people of the capital need to prioritize and focus on handling urgent issues related to people's lives such as: Environmental pollution, especially improving air quality, renovating inner-city rivers, developing more parks and flower gardens... At the same time, localities need to prioritize land funds to develop public transport; continue to improve the quality of education and training; ensure food safety and health care for people... Overall, the solutions are to improve social welfare, thereby contributing to continuing to improve the material and spiritual life of the people of the capital.

3. The current commune and ward level units of the capital are larger in scale, with heavier tasks and responsibilities. However, in general, this is a valuable opportunity for local authorities to innovate leadership thinking, innovate state management methods, strongly apply science and technology, improve the quality of local governance and increase the effectiveness of serving the people.

The higher the responsibility, the greater the requirements. The current administrative apparatus of communes and wards in the capital must be strong, operate effectively, efficiently, and be closer to the people. How can the commune and ward authorities be the place to bring the policies of the Party, State and the city into life in a practical and effective way; ensure no delays, no congestion, no impact on social activities, especially work related to people, businesses, essential public services...

With the new position, the authorities of communes and wards, especially the team of cadres, civil servants and public employees, need to thoroughly grasp the spirit of a serving government that will no longer be a slogan but will become a concrete, substantive action, reaching the people and businesses.

In this new journey with many opportunities but also many challenges, each organization and each individual is an important link. Therefore, consensus, solidarity and unity will create invincible strength for us to overcome all obstacles and difficulties, join hands to build our homeland to be more civilized and prosperous.

Promoting the thousand-year tradition of civilization and heroism, the spirit of solidarity, intelligence, and the desire for development, under the leadership of the City Party Committee and the companionship and trust of the people of the Capital, the Party Committee and the authorities of 126 communes and wards will unanimously promote the strength of great national unity, continue to take the lead in innovating the management model, improving the quality of grassroots government, building a modern and professional administration, serving the people better and better.

With the will to constantly innovate, the Party Committee, government and people of the Capital will continue to lead by example, successfully implementing the two-level local government model, ensuring the smooth, effective and efficient operation of the organizational system; protecting the legitimate rights of the people, improving social welfare and expanding development opportunities for all classes of people in the Capital in the new period.
