Land clearance efforts
At the end of December 2024, the Van Phong Economic Zone Management Board approved the results of selecting the investor to implement the Co Ma High-end New Urban Area Project, which is the Han River Sun Company Limited. By July 7, the Van Phong Economic Zone Management Board had granted the investment registration certificate for the Co Ma High-end New Urban Area Project to this investor. According to the report, Tu Bong commune has completed the measurement and counting of the area (more than 220 hectares with 1,435 cases). The commune is currently posting compensation plans and organizing to mobilize people to agree on the plan. It is expected that the locality will reclaim and hand over the first phase of land with a scale of about 120 hectares in July to the investor.

The Nha Trang Mixed Urban Area Project is implemented by Ha Long Sun Company Limited and Ha Long Asean Tourism Joint Stock Company. Mr. Nguyen Van Minh - Chairman of Nam Nha Trang Ward People's Committee said that the total area of land to be recovered for the project is more than 185 hectares. Currently, the Ward Land Fund Development Center has measured about 154 hectares, inventoried nearly 130 hectares; and posted compensation plans for 65 cases. The locality is making efforts to prioritize site clearance of 81 hectares. The difficulty is that the project's measurement map has not been approved by the competent authority.
Regarding this project, on June 4, the Provincial People's Committee issued Document No. 6929 requesting the investor to advance funds to organize compensation and resettlement support; the investor made the advance payment on June 5. According to regulations, the completion of compensation, support, and resettlement for land allocation and land lease shall be carried out within 14 months from the effective date of the project contract, or according to the detailed schedule approved by the competent state agency based on the investor's proposal. Land recovery, compensation, support, and resettlement shall be carried out in accordance with the provisions of the land law.
Mr. Nguyen Minh Thu - Deputy Director of the Department of Agriculture and Environment said that currently, the site clearance work for both projects is relatively smooth and there are almost no problems related to legal regulations. Previously, the site clearance work was carried out according to a 6-step process; now, the new regulations have been reduced a lot. However, currently, apart from the Land Fund Development Center of Nam Nha Trang Ward, the establishment of other centers has not been carried out, affecting the implementation work.
Urgently complete procedures to start construction
Through investigation, it is known that for the Co Ma New High-end Urban Area Project, the Van Phong Economic Zone Management Board approved the planning task in Decision No. 66, dated March 19. By June 12, the board had approved the detailed construction planning project (scale 1/500) of this project. On June 23, the investor submitted the environmental impact assessment dossier to the Ministry of Agriculture and Environment for appraisal. Currently, the Ministry of Agriculture and Environment has established an appraisal council, and it is expected that the project will be granted a construction permit in early August.

Mr. Le Hong Phuong - Deputy Head of Van Phong Economic Zone Management Board said; Currently, the Co Ma New High-end Urban Area Project still has some difficulties such as: The appraisal and approval of compensation plans have not been focused on each area to ensure that the land allocation in phase 1 is complete, complete, and contiguous; some households have not agreed with the compensation plan (nearly 100 cases/840 cases of making plans); the land fund development agency after establishing a new administrative unit and merging the province has not completed the consolidation and appointment, so the organization and implementation work is interrupted. In addition, the appraisal of compensation plans for technical infrastructure works (electricity, water supply, telecommunications, irrigation canals) is slow, affecting the implementation and commencement of construction in phase 1.
Regarding the Nha Trang Mixed Urban Area Project, the Department of Finance recommends that the Provincial People's Committee consider directing the People's Committee of Nam Nha Trang Ward to coordinate with relevant units (police, residential groups, etc.) to actively propagate and mobilize people to gain consensus on the compensation plan, focusing on implementing site clearance in a rolling manner to ensure that land is allocated immediately. Relevant departments, branches and units coordinate with investors to complete legal procedures as prescribed to promptly implement the project according to the approved schedule. Investors are responsible for coordinating with competent agencies to implement according to the content of the investment project contract using land, focusing on prioritizing resources to support relevant agencies during the project implementation process, especially site clearance (advancing funds to organize compensation and resettlement support).
Recently, working with departments, branches and localities on the progress of these two projects, Mr. Tran Hoa Nam - Vice Chairman of the Provincial People's Committee requested that departments, branches and localities need to make more efforts to ensure the progress of the two projects starting on August 19, paying special attention to site clearance. For the Nha Trang Mixed-use Urban Area Project, by July 12, the Department of Agriculture and Environment must complete the appraisal of the cadastral map to serve the inventory work, develop compensation, support and resettlement plans; by July 25, the People's Committee of Nam Nha Trang Ward must confirm the area that has completed site clearance to serve the project's commencement. The Department of Construction will study and agree on project procedures to see whether a construction permit is required before the project commences. For the Co Ma New Urban Area Project, the Tu Bong Commune People's Committee quickly delimited the area where construction was expected to start to focus on site clearance work, and by July 25, it must confirm that the area has completed compensation and clearance. Vice Chairman of the Provincial People's Committee Tran Hoa Nam requested the Provincial Land Fund Development Center to quickly assign specific staff to coordinate with the Tu Bong Commune People's Committee to speed up the compensation and clearance progress. The Department of Finance and the Van Phong Economic Zone Management Board comprehensively monitored the progress of these two projects, promptly summarized difficulties and problems that arose, and reported to the Provincial People's Committee for resolution within their authority.
