Efforts to disburse public investment capital: More fundamental solutions needed

After the merger, most localities have enough human resources to carry out the tasks. However, the problem is that when entering a specific field, there is a lack of experienced people. For example, in land clearance, the whole ward has only one officer who has experienced this work. To have a team to handle the immediate work related to the disbursement of public investment capital, communes and wards, in addition to working and adjusting, must also make the most of the staff resources of the previous communes and wards, but this force also mainly verifies the origin of the land. This is only a temporary solution, in the long term, a more fundamental plan is needed. It is recommended that the Provincial People's Committee have a mechanism for communes and wards to sign contracts with officers who have worked in the field related to land management and land clearance at the district and town levels in the past to supplement human resources for the disbursement of public investment capital.

Early establishment of commune-level land fund development center

The current issue of land clearance is a difficult one. In the past, land clearance was mostly undertaken by the district land fund development centers. Now that the district level is no longer there, which level will undertake this task? In my opinion, the Provincial People's Committee should soon establish a commune and ward land fund development center. For a long time, the coordination between the communes and the Provincial Land Fund Development Center has not been good. Only by bringing the land fund development center to the commune and ward for management will they have enough authority to operate and coordinate the work well. Therefore, to solve the immediate problem, the provincial leaders should establish land fund development centers in communes and wards with many public investment projects, only then can the work progress be accelerated.

* Mr. Nguyen Thanh Hien - Director of Provincial Development Project Management Board:

Communes and wards must immediately start site clearance.

In the current situation, achieving the set targets is very difficult, especially for projects transferred from the previous district level. Therefore, to effectively disburse capital, communes and wards must immediately start site clearance. Localities need to take steps to prepare so that when the land fund development center is established, they can immediately get to work.

In the coming time, the Department of Agriculture and Environment should review all projects that need land clearance, if there are any problems, they should be resolved immediately. For tasks related to the departments, it is necessary to proactively coordinate with communes and wards to resolve; it is not advisable to report to the Provincial People's Committee for opinions, it will take more time.

* Mr. Nguyen Ngoc Minh - Deputy Director of Department of Finance:

Investors and contractors must commit and be responsible for progress.

To effectively disburse capital, investors and contractors need to develop detailed plans and sign commitments on project completion progress and public investment disbursement progress each month and quarter. Investors need to specifically assign leaders responsible for monitoring implementation progress; closely follow up, promptly resolve difficulties in a practical and effective manner within their authority and be responsible for the disbursement results of each project; strengthen on-site inspection and supervision, and urge contractors and consultants to speed up progress.

Regarding site clearance, investors and contractors must coordinate with localities where the project is implemented to focus on resolving related procedures and project implementation plans, especially difficulties and problems related to compensation, support and resettlement when the State reclaims land. When there is a construction volume, contractors need to speed up payment and capital settlement; within 3 working days from the date of completion, promptly complete documents and legal procedures to send to the expenditure control agency for payment.
