On the afternoon of July 3, at the regular Government Press Conference in June 2025 on the implementation of administrative procedures to serve people and businesses from July 1, when implementing the 2-level local government model, Deputy Minister of Home Affairs Nguyen Thi Ha said that under his authority, the Prime Minister has issued 28 decrees on decentralization, delegation of power and division of authority between the Central and local governments, between provincial and communal-level local governments. The ministries have issued 58 circulars, creating a complete legal basis for the implementation of the 2-level local government organization.
The decrees have fully stipulated the accompanying administrative procedures, clarifying the authority, dossier components, time, costs, and administrative forms to facilitate people and businesses to access and implement immediately from July 1, 2025.
According to Deputy Minister Nguyen Thi Ha, 556 administrative procedures have been decentralized from the central to local levels. Specifically, the Provincial People's Committee has 262 administrative procedures, the Chairman of the Provincial People's Committee has 217 administrative procedures, and specialized agencies under the Provincial People's Committee have 70 administrative procedures. The Commune People's Committee has 6 administrative procedures, the Chairman of the Commune People's Committee has 1 administrative procedure, and 24 administrative procedures have been abolished.
At the same time, the authority to resolve 346 administrative procedures under the authority of the district level was determined, of which 18 procedures were transferred to the provincial level, 278 administrative procedures were transferred to the commune level, and 50 administrative procedures were abolished.
Thus, the total number of administrative procedures after decentralization, delegation of authority, and determination of authority is 1,261 at the provincial level, 463 at the commune level, and 74 procedures were abolished.
After the Decree was issued, ministries and ministerial-level agencies immediately announced and publicized administrative procedures under their authority, ensuring the deadline for completing the announcement and publicization of administrative procedures in the Decree before June 20, 2025.
Along with the public announcement of administrative procedures, the Deputy Minister of Home Affairs said that a number of ministries have sent documents to localities, or publicly announced the list of administrative procedures on the Ministry's electronic information portal to provide information to local authorities, people, and businesses about the overall administrative procedures of the ministry, ensuring that administrative procedures are accessed conveniently and quickly.
The Ministry of Home Affairs has developed a handbook for local authorities at the commune level and sent it to localities before July 1. The content of the handbook is designed to be very practical, realistic, clear, specifying responsibilities, tasks, powers, working relationships and handling situations arising at the grassroots level, ensuring unity and effectiveness in organization and implementation.
For localities, Ms. Nguyen Thi Ha informed that based on the direction and guidance of the Central agencies, the Standing Committees of provinces and cities have issued plans to deploy the organization of the pilot operation of the 2-level local government model and directed agencies and units to prepare the necessary conditions, especially the application of information technology and digital transformation to serve the operation of the 2-level local government model. Thereby, helping cadres and civil servants immediately access the tasks and powers that must be deployed, and at the same time operate and process work in the electronic environment through the online conference systems of the province and city; the software for the document management system of the Party and government; the reporting information system; the process of receiving and transferring outgoing and incoming documents in the system of Party and government agencies; the information system for handling administrative procedures of a number of provinces and cities at the Public Administration Service Center at the commune level; Receive and handle feedback and recommendations from organizations, people and businesses in the province and city through the switchboard system.
“Basically, administrative procedures serving people and businesses have been issued early, clearly and specifically regulated, and immediately operated, basically smoothly when the government comes into operation from July 1, 2025,” Deputy Minister Ha stated.
In the coming time, along with promoting administrative procedure reform and digital transformation, Ms. Ha said that we will focus on perfecting the process of handling administrative procedures in the electronic environment to reduce time and costs for people and businesses, improve the quality of online public services, ensure publicity, transparency, and convenience for people, organizations, and businesses anytime, anywhere.
For more information, Minister and Head of the Government Office Tran Van Son said that operations at the provincial and communal public administration service centers are running smoothly and continuously. In addition to handling online records, they are also handled directly. Some records are handled online, some are handled directly. On July 1, online records accounted for 57% and direct records accounted for 43%, a huge number. On July 2, there were about 38,000 records, of which 59.7% were handled online and 40.03% were handled directly. On July 3, updated to 4 p.m., there were over 40,000 records, of which 59.3% were handled online and 40.7% were handled directly.
The goal is that by the end of this year, all administrative procedures related to businesses will be handled online, regardless of administrative boundaries within the province. Currently, localities are upgrading their systems to achieve this goal.
Regarding the National Public Service Portal, according to Minister Tran Van Son, there is now only one portal instead of 63 portals as before. At any time, anywhere, people only need to use a computer, tablet, or mobile phone with an Internet connection to submit applications online. Through this Portal, applications are sent to the provincial and commune-level Public Administration Service Centers for settlement according to their authority.
“Most importantly, through this Public Service Portal, people can monitor and supervise the entire process of handling administrative procedures. Through the National Public Service Portal, all feedback and recommendations from people and businesses are collected and resolved,” said Minister Tran Van Son./.
