Regiment 43 held a conference to summarize the implementation of the Officer Law.

Over the years, the Party Committee, commanders, Party committees, and Party cells at all levels in Regiment 43 have organized the dissemination, popularization, and uniform implementation of the Law on Officers. In addition to propagandaand education work, the Party Committee and commanders of Regiment 43 regularly guide cadres and officers to learn and study more documents and contents of the Law on Officers. Difficult issues are satisfactorily answered by commanders at all levels.

In the implementation, in terms of advantages, the evaluation reports show that over the past time, Regiment 43 has ensured a sufficient staff for management, command of the unit and the expertise and profession of the Regiment; the vast majority of officers in the Regiment have met the standards for the positions stipulated in Article 12 of the Law on Officers. Regulations on the highest age limit, highest military rank, officer rank promotion, appointment, dismissal, suspension from office, training, fostering, and policies have been strictly implemented, promptly meeting the requirements of the Regiment's tasks in the new period.

In addition to the advantages, the presentations at the conference also pointed out the shortcomings and limitations in the implementation of the Law on Officers, such as: The staff of the Regiment is sometimes inadequate in terms of quantity and structure; the level and capacity of organization, management, command and training are still limited. In particular, there are still a few officers who do not focus on striving, are not actively cultivating and training, and are affected by external socio -economic conditions.

Also at the conference, delegates discussed and clarified the limitations in the work of building the officer team in the new situation; assessed the characteristics and coordination between the Law on Officers and related legal documents, and difficulties and inadequacies in the organization and implementation.

Specifically, according to Clause 2, Article 31 of the Law on Social Insurance 2014, it is clearly stipulated that male employees who are paying social insurance are entitled to maternity leave when their wives give birth. However, the Law on Officers, specified in Circular No. 153/2017/TT-BQP, has not specified the special leave regime for male officers whose wives give birth. This affects the thoughts, feelings, and aspirations of the team of officers on duty, especially those working away from home.

In addition, the discussions also pointed out the shortcomings in the salary policy, benefits of reserve officers, and pension conditions for officers with the rank of Lieutenant Colonel and below (with the current regulation of increasing the time of paying social insurance). From there, the conference proposed solutions to overcome them, meeting the goal of building a "Revolutionary, disciplined, elite and modern" Army, contributing to building a strong and comprehensive Regiment 43.
