On July 4, the People's Committee of Ho Chi Minh City (new) held a meeting on the socio-economic situation and results in the first 6 months of the year; key tasks and solutions for the last 6 months of 2025, directly at the People's Committee of Ho Chi Minh City and online to 168 wards, communes, and special zones.
New GRDP of Ho Chi Minh City has grown quite well.
Director of the Ho Chi Minh City Department of Finance Nguyen Cong Vinh said that the socio-economic situation in the first 6 months of 2025 achieved some positive results. In the first 6 months of the year, the GRDP of Ho Chi Minh City (old) increased by 7.82% over the same period in 2024, the budget revenue is estimated at 322,000 billion VND, reaching more than 62% of the estimate.
The GRDP growth of Binh Duong province (old) in the first 6 months of the year reached 8.3%, budget revenue was estimated at 44,800 billion VND, disbursement of public investment capital reached 6,231 billion VND, reaching a rate of 31.4%.
GRDP growth of Ba Ria - Vung Tau province (old) in the first 6 months of the year only reached 2.61%, budget revenue was estimated at 48,000 billion VND, disbursement of public investment capital reached 9,300 billion VND, reaching 39% of capital.
In the first 6 months of 2025, if calculated according to the new HCMC, GRDP growth is estimated at 6.56% (including crude oil) and 7.49% (excluding crude oil). Total retail sales of goods and service revenue of HCMC (new) increased by 16.2%; total FDI attraction reached more than 5.2 billion USD; the new City's budget revenue is estimated at 415,000 billion VND, reaching 60% of the estimate; disbursement of investment capital is estimated at 46,800 billion VND, reaching 32.1% of the plan.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc commented that the socio-economic situation of Ho Chi Minh City in the first 6 months of the year was quite good, however, the last 6 months of the year are forecasted to face many difficulties when the world market has many fluctuations.
Regarding planning, Mr. Duoc said that the three localities before the merger have announced their planning projects. However, in the near future, there must be adjustments from a broader perspective, with a new vision and strategy, taking advantage of the advantages of the three localities. In which, the goal must be set for the new Ho Chi Minh City to be in the top 100 livable cities in the world.
Consistent with GRDP growth target in 2025
According to the assessment of the Ho Chi Minh City People's Committee, in general, the city's socio-economic situation in the first 6 months achieved some positive results. Industrial production and trade activities were expanded in scale, and the disbursement of public investment capital was higher than planned. Domestic production activities showed signs of stability thanks to the prospect of trade negotiations, domestic consumption and market diversification.

In the context of global trade temporarily not being affected by the US decision to postpone the application of reciprocal tariffs, businesses have promptly responded to market challenges, especially new requirements on standards and techniques in the production of export goods and accelerated the production of goods for delivery to foreign customers.
To implement the tasks in the last 6 months of 2025, the Ho Chi Minh City People's Committee has proposed many key tasks and solutions for implementation. In particular, focusing on building and perfecting documents, preparing and organizing the Ho Chi Minh City Party Congress for the 2025-2030 term in accordance with reality. At the same time, completing the arrangement of the organizational apparatus; strengthening decentralization, delegation of authority, and enhancing the responsibility of leaders.
Ho Chi Minh City will also prioritize strongly promoting economic growth; proactively, flexibly, promptly and effectively respond to emerging issues with policies, and firmly pursue the GRDP growth target in 2025.
The city promotes planning and investment in synchronous infrastructure construction; focuses on developing high-quality human resources. At the same time, comprehensively develops cultural and social fields; ensures social security, improves the material and spiritual life of the people.
