specifically, in section 4 on admission to civil service, at point h, article 13 of the Decree clearly states: Members of the Pilot Project for selecting young intellectuals to volunteer in communes to participate in rural and mountainous development in the period 2013 - 2020 who are signing labor contracts to work in the commune (before July 1, 2025) will work in that commune from July 1, 2025 (members of the Project 500 young intellectuals).
The decision to accept civil servants as members of the 500 Young Intellectuals Project is under the authority of the head of the civil servant management agency.
Based on the proportion of civil servants to be arranged for each job position in the agency employing civil servants, the assigned staffing quota and the requirements of the job position to be recruited, the head of the competent recruiting agency or the head of the management agency shall consider and accept team members to work as civil servants on the condition that they meet the conditions for registering for the civil servant recruitment exam according to regulations.
The Decree also excludes cases that are not allowed to register for civil servant recruitment according to the Law on Cadres and Civil Servants or are under disciplinary action, are under disciplinary decision enforcement, or are under disciplinary regulations according to Party and law regulations.
Project team members must have at least 5 years of work experience in accordance with the law, pay mandatory social insurance, and perform work with professional and technical requirements appropriate to the job position they are expected to take up.
Legitimate aspirations are resolved
The 500 Young Intellectuals Project has been implemented for more than 10 years, but there are still 55 team members from 16 (former) provinces and cities who are not allowed to become civil servants as required by the Government when implementing the project and are facing the risk of being eliminated from the state system when merging provincial and commune-level administrative units.
While their starting point was as excellent, full-time students who had just graduated, they were selected through many rounds to become members of the 500 Young Intellectuals Project.
Therefore, these team members sent a letter to General Secretary To Lam "sincerely requesting the Party and Government to create conditions for consideration, have policies and solutions to arrange and assign work for team members of the Project 500 Young Intellectuals to continue to contribute their youth, ensure fairness for team members participating in the project, demonstrate the humanity of the Party and State in implementing policies for youth volunteers".
The thoughts of these team members were transferred by the Central Office to the Ministry of Interior at the end of April.
After that, the Ministry of Home Affairs sent an official dispatch to 16 provinces that had not completed the arrangement and recruitment of project team members, asking the provinces to state the problems, difficulties, obstacles and reasons for not yet implementing the arrangement and assignment of team members.
At the same time, the Ministry of Home Affairs requested the provinces to recommend and propose to the Government and the Prime Minister plans for arranging and assigning project team members after the new apparatus comes into operation.
Thus, in just over 2 months, the letter from the team members of the 500 young intellectuals project was resolved in a reasonable and sympathetic manner.
Decree 170 also stipulates many other subjects that are accepted to work as civil servants such as: civil servants working at public service units; non-professional workers at the commune level before the Decree takes effect; people recruited according to the staffing quota for associations assigned by the Party and State.
