The Government Office has just issued Notice No. 342/TB-VPCP dated July 2, 2025, announcing the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on the implementation status of the investment project to build the Lao Cai - Hanoi - Hai Phong railway line.
Accordingly, the Deputy Prime Minister acknowledged and highly appreciated the efforts of the Ministry of Construction , ministries, branches, localities and relevant agencies in preparing for project investment in the past time. In particular, the Deputy Prime Minister welcomed localities for proactively implementing site clearance work one step ahead.
Emphasizing that this is a project of special national significance, a driving force for socio-economic development, and ensuring national defense and security, the Deputy Prime Minister requested ministries, branches and localities to clearly define responsibilities, promote a spirit of initiative, creativity and promptly carry out assigned tasks.
In the immediate future, it is necessary to focus on completing investment preparation procedures, site clearance and resettlement; selecting a number of important items such as stations and resettlement areas to organize groundbreaking and launch ceremonies in 2025 as required in Resolution 127/NQ-CP of the Government.
Focus on removing difficulties, ensuring construction progress by the end of 2025
The Deputy Prime Minister assigned the Ministry of Construction to speed up the progress of the survey, prepare a pre-feasibility study report and negotiate a loan agreement; coordinate with localities to unify the scale and route as a basis for site clearance; support in handling difficulties in planning and resettlement work.
The Ministry of Finance shall take the lead in guiding localities to proactively advance capital, support capital advances or propose reasonable budget adjustment plans for localities facing difficulties; at the same time, coordinate with the Ministry of Construction to unify the central budget capital plan, ensuring timely and correct allocation.
The Ministry of Agriculture and Environment guides the work of compensation, support, resettlement and conversion of forest land and rice land use purposes in accordance with regulations and the specific mechanism approved by the National Assembly.
Localities where the project passes through must urgently conduct land inventory, develop compensation and resettlement plans and approve them according to their authority; proactively arrange local budgets or promptly report capital needs to the Ministry of Finance for synthesis and submission to the Prime Minister.
At the same time, localities need to select resettlement areas and train stations that can start construction on schedule and send them to the Ministry of Construction to synthesize and report to the Prime Minister.
National key project, total capital of over 203 trillion VND
According to Resolution 187/2025/QH15 of the National Assembly, the Lao Cai-Hanoi-Hai Phong railway line has a total length of about 419 km, starting at the cross-border rail connection point in Lao Cai and ending at Lach Huyen station, Hai Phong city. The total investment capital of the project is up to VND 203,231 billion (equivalent to USD 8.37 billion), with a plan to start construction in December 2025 and complete by 2030 at the latest.
The project aims to build a new, modern and synchronous railway line to meet domestic and international transport needs between Vietnam and China; promote rapid and sustainable socio-economic development; strengthen the connection of domestic and regional railway networks; and combine environmental protection, climate change adaptation and national defense and security.
The effective implementation of this railway line will significantly contribute to realizing the major goals set forth in the 13th Party Congress Documents and Resolutions, creating a breakthrough in the country's industrialization and modernization.
