However, the award of points to candidates with IELTS certificates is not the same in schools, methods or training programs.
DO NOT APPLY ALL METHODS SYNCHRONIZED
According to this year's high school graduation exam regulations, candidates with foreign language certificates that meet the requirements are allowed to be exempted from the foreign language exam in the graduation recognition consideration, but cannot be converted into 10 points in the graduation consideration as in previous years. However, universities can convert foreign language certificates into points for this subject to include in the admission combination. In parallel with the above form, many universities award points to candidates with foreign language certificates for some specific admission methods or subjects.
This year, for the first time, Ho Chi Minh City University of Medicine and Pharmacy uses additional points for candidates with international English certificates (instead of just being a necessary condition for admission as in previous years). However, this policy only applies to the admission method combining high school graduation exam results with international certificates, not to other methods.
Similarly, Ho Chi Minh City Banking University also uses the converted score from English certificates as one of the 4 columns of the combined admission method. In the maximum score of 150 of this method, the converted score of international English certificates is calculated as 6 - 12 points corresponding to IELTS 4.5 - 6.0 or higher. Including English certificates, exam awards and criteria for specialized/talented schools, the converted score of these 3 columns accounts for 15/150 admission points.
Ho Chi Minh City University of Law has an admission method that combines high school academic results with international language certificates or US SAT exam results. Accordingly, candidates with international language certificates (English/French/Japanese) will receive 2-3 points if admitted using this method.
Many universities have policies to add points and give priority to candidates with international language certificates.

Ho Chi Minh City University of Technical Education adds 0.5 - 1 point for candidates with IELTS certificates from 4.5 - 7.0 or higher and other equivalent certificates when participating in the admission process based on high school academic results for English-taught programs. Not only international certificates, candidates with certificates according to the 6-level Foreign Language Proficiency Framework for Vietnam (VSTEP) are also added 0.5 points for B1 level and 0.8 points for B2 level.
University of Information Technology (Ho Chi Minh City National University) calculates additional points for candidates with international language certificates (English/Japanese) with 2 out of 3 admission methods: considering high school graduation exam scores and considering Ho Chi Minh City National University's competency assessment exam scores.
Also this year, for the first time, the University of Natural Sciences (Ho Chi Minh City National University) applied the conversion of TOEFL iBT/IELTS foreign language certificates to the method of using the results of the 2025 high school graduation exam. If the converted score of the English certificate is higher than the 2025 high school graduation exam score in English, the converted score will be used to replace the English score of the candidate. Master Hoang Thanh Tu, Deputy Head of the School's Information and Communication Department, said that the school has a separate method for candidates with foreign language certificates: considering foreign language certificates combined with high school study results for intensive English programs and advanced programs. With the remaining methods, the school does not add points for candidates with foreign language certificates but only gives bonus points to encourage talented candidates with excellent achievements in academic competitions.
BONUS POINTS ARE ONLY UP TO 10% OF ADMISSION SCORE
According to the admission regulations of the Ministry of Education and Training, universities are allowed to convert foreign language certificates into scores for this subject to include in the admission combination, but the weighting must not exceed 50%. In addition, the Ministry of Education and Training stipulates that the incentive points and bonus points for candidates with foreign language certificates must not exceed 10% of the maximum score on the scale (for example, a maximum of 3 points on a scale of 30).
In compliance with this regulation, universities have many different ways of calculating bonus points for candidates with international certificates, but the bonus points do not exceed 10% of the total maximum admission score for each method.
The University of Information Technology (Ho Chi Minh City National University) has a policy of adding points for candidates with international language certificates from IELTS 5.0 or higher or equivalent. Similarly, the method of considering the scores of the Ho Chi Minh City National University's competency assessment exam, the admission score is calculated on a scale of 1,200 and the maximum additional score for each candidate is 120 points.
Meanwhile, many other schools offer lower bonus points. For example, Ho Chi Minh City University of Medicine and Pharmacy gives bonus points to candidates with international certificates when they achieve IELTS Academic 6.0 or higher/TOEFL iBT 80 or higher. The formula for calculating bonus points for IELTS = 0.9 x IELTS score/9; TOEFL iBT = 0.9 x TOEFL iBT score/120. With this calculation, candidates with the lowest bonus point of 0.6 points correspond to IELTS 6.0. With the highest score in the IELTS certificate of 9.0, the bonus points that candidates receive are equivalent to 0.9 points.
IELTS certificates are converted into English scores by many universities or have a policy of awarding points to candidates with this certificate when considering admission.
Similarly, the International University (Ho Chi Minh City National University) also stipulates that candidates who choose to convert their English scores will not receive bonus points for their English certificates. In case the converted scores are not used, candidates with an international English certificate IELTS from 5.5 or equivalent or higher will have their admission scores added to their admission scores at levels from 0.25 to a maximum of 1.5 points corresponding to an IELTS certificate from 5.5 - 8.0 or higher.
The University of Economics and Law (Ho Chi Minh City National University) allows candidates with international English certificates according to regulations to use the converted certificate score results to replace the corresponding English exam score. In addition, candidates with English certificates can still register for the English graduation exam and use the bonus point policy for admission consideration. However, the school does not simultaneously apply the bonus point addition and the conversion of English certificate scores. The bonus point level is 0.5 points for IELTS certificates from 5.0 or equivalent; 1 point for certificates of 5.5 and 1.5 points for certificates of 6.0 or higher.
Master Cu Xuan Tien, Head of Admissions and Student Affairs Department of the University of Economics and Law, said that this policy was built on the basis of calculating the plan that is beneficial to candidates when considering admission. "The school's view is that adding 3 points is too much and will cause a big difference when considering admission; at the same time, it will reduce the chances of admission for students who are good at studying but do not have the conditions to study and take exams to obtain international English certificates. In addition, adding too many points will cause a race in teaching and learning to obtain these certificates," Master Tien further explained about the school's bonus points.
Many candidates with IELTS certificates from 8.0 or higher are admitted to Ho Chi Minh City University of Medicine and Pharmacy.
Less than a week after the announcement, Ho Chi Minh City University of Medicine and Pharmacy received nearly 700 IELTS certificates from 6.0 and above for the school to calculate bonus points for university admission in 2025 for Dr.
According to the list updated last weekend, 671 candidates have submitted copies of their international certificates to the school. This list was compiled by the school based on two criteria: IELTS certificate and SAT score. However, most candidates have SAT scores that are eligible for admission to the school and also have IELTS certificates, only a few cases have SAT scores but do not have IELTS scores.
The school accepts IELTS certificates from 6.0 and above, with most students achieving scores of 6.0 - 7.0. Notably, nearly 50 students have IELTS certificates from 8.0 and above, many of whom have scores of 8.5 or above.
According to regulations, TS must submit early and ensure that the school receives it before 5:00 p.m. on July 18. Submit directly to the school from 8:00 a.m. on June 30 to before 5:00 p.m. on July 18. Thus, by the end of last week, Ho Chi Minh City University of Medicine and Pharmacy had received nearly 700 international TS certificates.
