Accordingly, the Chairman of the Provincial People's Committee requested agencies, units and localities to focus on disseminating, thoroughly grasping and implementing Official Dispatch No. 1555/BCA-C06 dated April 22, 2025 of the Ministry of Public Security to 100% of cadres, civil servants, public employees and workers in agencies and units to coordinate and organize implementation (attached with Official Dispatch No. 1555/BCA-C06); strengthen propaganda and widely disseminate to all classes of people to understand that the issuance and replacement of ID cards and other personal identification documents is not mandatory (except in cases of expiration) when arranging administrative units to avoid overload and waste of resources. Direct the departments performing the task of receiving and handling administrative procedures, public services or other transactions and activities to strictly implement the provisions of Article 33 of the Law on Identification.

Specifically, when detecting a difference between the information printed on the ID card or the information stored in the encrypted storage part of the ID card and the information in the electronic ID, the agency, organization or individual using the information in the electronic ID, especially the information about the citizen's place of residence after adjusting or merging administrative boundaries, must not request the citizen to carry out the procedure for issuing a new ID card.
The provincial police urgently issued a document with specific instructions on the implementation of contents in the province according to assigned functions and tasks, specifically including: Registering seal samples, recalling seals when rearranging and reorganizing administrative units at all levels and building a two-level local government organization model.
Change the residential address of citizens due to changes in the boundaries and names of administrative units with the national database system on population, citizen identification, identification and electronic authentication. Review and provide data on actual population at administrative units at all levels. Provide guidance on removing difficulties and obstacles in the field of judicial records in the province.
