The telegram stated: The exhibition of the country's achievements on the occasion of the 80th anniversary of National Day with the theme: "80 years of the Journey of Independence - Freedom - Happiness" is an event of special significance, honoring history, introducing the outstanding achievements of the Party, State and People in the process of protecting, building and developing the country over the past 80 years; affirming the leadership role of the Party, the management of the State, the consensus, creativity and efforts of the entire nation in the cause of building and developing the country; contributing to promoting the strength of great national unity; at the same time contributing to propagating andeducating the tradition of patriotism, strengthening the people's belief in the path of innovation and sustainable development of the country, is an important occasion to promote the image of a renewed, dynamic Vietnam, deeply integrated with the international community.
The Prime Minister directed to urgently focus on organizing the National Achievement Exhibition on the occasion of the 80th anniversary of National Day.
In the past time, ministries, branches, agencies and localities have made efforts to carry out the assigned tasks to organize the Exhibition. There is not much time left from now until the Exhibition is held, the scale of the organization is large, the workload is large, requiring ministries, branches, agencies and localities to have high determination and great efforts to well implement the tasks of organizing this important Exhibition. The Prime Minister requested:
Ministers, Heads of ministerial-level agencies, Government agencies, Heads of relevant central agencies, Chairmen of People's Committees of provinces and centrally-run cities: Seriously and urgently focus on implementing assigned tasks and work in accordance with the direction of the Government, Prime Minister, Deputy Prime Ministers, the Exhibition Steering Committee and approved Projects, Programs and Plans, ensuring progress, quality, efficiency and absolute safety. During the implementation process, ensure "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results"; proactively direct the handling of assigned tasks, difficulties and problems (if any) according to authority, promptly report to competent authorities on arising issues beyond authority.
Urgently complete and unify the content of the exhibition outline and design mockup (3D) of the exhibition space of your agency or locality, send it to the Ministry of Culture, Sports and Tourism for synthesis before July 10, 2025 and have a plan for coordination, construction and installation, ensuring efficiency, synchronization and unity in organization and implementation.
By August 15, preparations for the exhibition "80 years of the Journey of Independence - Freedom - Happiness" must be completed.
Urgently and actively deploy and implement work related to the exhibition space of their agencies and localities, starting from July 10, 2025 and requiring completion before August 15, 2025. Encourage ministries, departments, branches and localities to promote creativity in the area and exhibition space of their agencies, ensuring that they are beautiful, scientific, attractive, reflect the true nature of achievements, and are in harmony with the ideas of the consulting unit that designed them and the guidance of the Ministry of Culture, Sports and Tourism.
The Prime Minister requested the Ministry of Culture, Sports and Tourism to: Take the lead and coordinate with relevant agencies to organize the Exhibition according to the approved Project, ensuring the content and progress according to the plan; collect opinions and proposals from agencies and localities and consider and handle them according to their authority, promptly report to competent authorities on issues beyond their authority, ensuring that all preparations for the Exhibition are basically completed before August 15, 2025.
Synthesize the content and design ideas of the exhibitions of the departments, ministries, branches and localities participating in the Exhibition; develop detailed plans and implement the items of decoration and visual propaganda. Preside over and coordinate with relevant agencies to develop a propaganda plan, a plan to organize the Opening Ceremony, Closing Ceremony, programs and activities before and during the Exhibition.
Preside over and coordinate with international consultants to develop a management and operation plan before and during the Exhibition, and complete the overall plan for the exhibition space before July 20, 2025.
Ministry of Finance: Take the lead in reviewing, synthesizing, and reporting to competent authorities to balance and allocate funds for organizing exhibitions of ministries, central and local agencies in accordance with the provisions of the law on state budget and related guiding documents, to be completed before July 10, 2025.
Preside over and coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies to promptly issue written instructions on unit prices, spending norms, contractor selection mechanisms, special mechanisms (if any) and related issues in performing the tasks of the Exhibition to ensure compliance with legal regulations, to be completed before July 10, 2025.
The Ministries of Foreign Affairs; Finance; Industry and Trade; Construction; National Defense; and Public Security shall speed up the process of inviting international enterprises and organizations and promptly send the list of participating units to the Ministry of Culture, Sports and Tourism for synthesis and planning to arrange the exhibition space in accordance with the overall design of the Exhibition, to be completed before July 10, 2025.
Vietnam Television shall preside over and coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies to develop plans and organize live broadcasts of the Opening and Closing Ceremonies of the Exhibition and preside over and work with relevant units to organize special cultural and artistic programs to serve and honor the values of the national exhibition.
The Prime Minister assigned Deputy Prime Minister Mai Van Chinh to preside over and continue directing the implementation of the organization of the National Achievement Exhibition on the occasion of the 80th anniversary of National Day.
The Ministry of Culture, Sports and Tourism and the Government Office, according to their assigned functions and tasks, shall monitor and urge ministries, agencies and localities to implement this Official Dispatch and promptly report to the Prime Minister and Deputy Prime Minister Mai Van Chinh on issues beyond their authority./.
