(QNO) - The Provincial People's Committee has just sent an official dispatch to relevant departments and agencies on removing obstacles and promoting the safe, healthy and sustainable development of the real estate market according to Official Dispatch 469 of the Prime Minister .
The Provincial People's Committee assigned the Department of Natural Resources and Environment, the Department of Finance and related units to mobilize organizations and experts to appraise land prices according to their authority and in accordance with legal regulations; in case of difficulties or problems, promptly send documents to the Ministry of Natural Resources and Environment for guidance and resolution. Promote administrative procedure reform to implement land allocation and lease to investors to ensure early use of land, promoting land resources for socio -economic development.
The Department of Construction, the Provincial Economic Zones and Industrial Zones Management Board, and districts, towns and cities focus on reviewing, preparing, appraising and submitting planning documents for approval. For plans that have expired, they will be implemented according to Resolution 61 of the National Assembly , to be completed before June 15, 2023.
At the same time, review projects that have been approved for investment policies and detailed planning but have not been updated or added to the zoning plan, general plan, or provincial plan. Review and carry out procedures to adjust the plans in accordance with regulations to ensure consistency and synchronization at all planning levels, and not legalize violations leading to negativity.
The Department of Planning and Investment shall coordinate with relevant units to review and count the number of real estate projects being implemented in the area, classify projects facing difficulties and obstacles, and proactively work with each enterprise and each project with difficulties or slow implementation to promptly resolve them.
The People's Committees of districts, towns and cities focus on directing and implementing well the work of compensation, site clearance and resettlement to promptly hand over the site to investors to implement the project to ensure progress. For projects that are delayed due to problems in compensation, site clearance and resettlement, it is necessary to review and evaluate to adjust the planning in accordance with regulations and the actual situation.
