Deputy Minister Bui The Duy presented the Decision of appointment to join the Party Executive Committee of the Academy of Science and Technology Strategy.
Presenting the Political Report at the Congress, comrade Pham Dinh Nguyen - Party Secretary, Director of the Academy said that the Academy Party Committee was established on July 1, 2025 under Decision No. 133-QD/DU of the Party Committee of the Ministry of Science and Technology, on the basis of merging 7 organizations: Party Committee of the Academy of Science, Technology and Innovation; Party Cell of the Institute of Information and Communication Strategy; Party Cell of the School of Training and Fostering Information and Communication Cadres ; Party Cell of the Vietnam Science and Technology Magazine; Party Cell of the Information and Communication Magazine; and Party Cell of the Center for Research and Development of International Science and Technology Integration.
The Party Committee of the Academy of Science and Technology Strategy currently has 147 Party members and 08 affiliated Party Cells, of which there are 142 official Party members and 05 probationary Party members.

Some outstanding results
During the past term, the predecessor units of the Academy have achieved many remarkable results in the following areas: scientific research, training and fostering, policy making and international cooperation.
Comrade Pham Dinh Nguyen, Party Secretary, Director of the Academy of Science and Technology Strategy presented a political report.
Regarding scientific research, many ministerial-level science and technology programs have been developed and implemented, contributing to providing important theoretical and practical bases for national policy making.
Regarding training, the Academy organizes training at master's and doctoral levels according to regulations. In the period 2018-2020 alone, more than 12,000 students participated in training courses, of which about 11,000 students were awarded certificates.
Regarding participation in building, implementing and evaluating strategies and policies on science, technology and innovation, although newly established, the Academy has gathered a team of experts and capable researchers to perform the task of advising, building strategies, mechanisms, policies and laws on science, technology and innovation.
In addition, through the implementation of S&T tasks, the Academy has synthesized and provided many valuable scientific arguments to serve the Ministry's leadership and related activities of the Ministry of Science and Technology in recent times.
Overview of the Congress
Regarding the publication of textbooks, teaching materials, as well as international cooperation activities in the field of science, technology and innovation, they are being implemented synchronously and in accordance with legal regulations.
During the 2025-2030 term, the Party Committee of the Academy has determined the motto of action as: Setting an example, Discipline, Focus, Professionalism, Breakthrough for a strong and prosperous Vietnam. The goal is to build a clean and strong Party organization; linking Party work with expertise; making the Academy a leading center in Southeast Asia for science, technology and innovation strategy, having a substantial influence on national policies, meeting international standards in data, analysis capacity and training in science, technology and innovation policies.
Need breakthrough, revolution in thinking
Speaking at the Congress, Deputy Minister Bui The Duy emphasized that the merger of 7 units is a comprehensive restructuring step to build the Academy into a theoretical and knowledge pillar of the Ministry of Science and Technology.
According to the Deputy Minister, the merged units all have traditions and a long history such as the Institute of Science and Technology Strategy, Science and Technology Magazine and Information and Communication Magazine with more than 60 years of formation and development, so it is necessary to inherit the quintessence, while at the same time comprehensively innovating in training content and methods, especially in the context of digital transformation and the rapid development of artificial intelligence.
The Deputy Minister requested the Academy to boldly abandon the old teaching model, strengthen the connection between research and training; create conditions for graduate students to participate in teaching and share research results. The organization of staff needs to adhere to the principle of arrangement according to capacity and aspirations, creating motivation for innovation.
Emphasizing the role of the Law on Science, Technology and Innovation recently passed by the National Assembly, the Deputy Minister said that this is a favorable legal corridor for the Academy to propose research programs and tasks; it is necessary to boldly assign small topics to young staff, create creative space, promote research autonomy, and gradually form a dynamic academic environment.
