Ho Chi Minh City enters a phase of real and effective "streamlining"

After the first week of implementing the merger and operation of the two-level local government apparatus, many localities in the new Ho Chi Minh City have recorded positive changes.

After the first week of merging and operating the two-level government, Ho Chi Minh City has initially completed phase 1 of arranging specialized agencies, administrative agencies and public service units.

The apparatus is now preparing to enter phase 2, a truly "streamlined" phase and effective operation, improving the quality of service to people and businesses.

Perfecting the apparatus, forming a service-oriented administrative system

After the merger, the Ho Chi Minh City People's Council held its first session to pass many Resolutions related to perfecting the apparatus, building the government organization, and arranging key personnel to ensure the apparatus operates smoothly, without interruption in serving the people and businesses.

Chairman of the Ho Chi Minh City People's Council Vo Van Minh emphasized that the merged city will continue to take pioneering and breakthrough steps in reforming the urban government apparatus, creating favorable conditions for the rapid, strong and effective development of the most urbanized region in the country, towards the goal of an effective and substantive serving government.

“The first and especially important task is to perfect the apparatus of the People's Council and the People's Committee of Ho Chi Minh City. From here, delegates continue to contribute their intelligence and enthusiasm to the process of building and perfecting strategic policies to make the City truly a worthy megacity, among the Top 100 livable cities in the world ," Mr. Vo Van Minh emphasized.

Similarly, the People's Councils of 168 communes, wards and special zones of the new Ho Chi Minh City also held their first meeting, deciding on important local issues. Ms. Trieu Le Khanh, Secretary of the Party Committee of Gia Dinh Ward, Ho Chi Minh City, said that Gia Dinh Ward has arranged and assigned key officials of the People's Council and People's Committee, and directed officials and civil servants to immediately get to work from the first hour, the first day, without interrupting the handling of records and administrative procedures to serve the people and businesses.

Mr. Le Anh Tu, Secretary of the Con Dao Special Zone Party Committee, also said that the restructuring of the apparatus has been basically completed. The special zone has established 24 grassroots Party organizations and 4 government agencies. The People's Council of the special zone has issued 4 Resolutions, established 3 specialized departments and 1 public administration center. The People's Committee of the special zone has issued 11 decisions to establish public service units and 11 decisions to allow the establishment of associations, social funds and charities.

“In parallel with the assignment of tasks and appointment of key officials of the People’s Committee, the entire government apparatus in the special zone immediately started operating and handling administrative procedures, meeting the requirements and aspirations of the people. Officials and civil servants were enthusiastic, and the people agreed and supported,” Mr. Le Anh Tu added.

The real and effective "lean" phase

Speaking at the first meeting of the new Ho Chi Minh City People's Committee with 168 communes, wards and special zones, Chairman of the City People's Committee Nguyen Van Duoc pointed out that the merger after July 1 is just an immediate "addition", the next step is the step that requires more time and effort, the actual "streamlining" step. The city has basically completed the first phase of the merger and arrangement, the next phase is to build a truly streamlined, strong government apparatus to better serve the people and businesses.

“Now we are all under one roof, there is no longer any distinction between ‘you’ and ‘me’, no longer any distinction between this area and that area, but we must ‘erase’ the administrative ‘borders’ that have existed for a long time. The goal is to take advantage of and exploit the strengths of each locality and each unit to develop together, reaching higher and further goals,” Chairman Nguyen Van Duoc suggested.

In building the administrative apparatus, Chairman Nguyen Van Duoc emphasized that it is time to shift from a control model to an effective service and management administration. From now on, there will no longer be a “king and mandarin with the people” mindset. Instead, in the new government apparatus, the people and businesses are the center, the subjects for the government to serve. The service administration is where the people and businesses “order,” make suggestions, and the government implements.

“To do that, we must train ourselves in the ethics of cadres in the new period, be proficient in professional skills, flexible and creative in management and handling public affairs, and be ready to serve the people. Everything does not come naturally, we must train together, leaders train, cadres and party members also train,” Chairman Nguyen Van Duoc requested.

After the first week of implementing the merger and operation of the two-level local government apparatus, many places and localities in the new Ho Chi Minh City have recorded positive changes, from the mindset of civil servants to the level of satisfaction of the people.

Ms. Hoang Le Thao Loan (residing in Gia Dinh ward, Ho Chi Minh City) said that the first effect that the new government brings to the people is simple procedures and quick processing.

“Although I had a plan in advance, I deliberately waited until July 1 when the new government officially came into operation to go through the procedures to notify the start of construction to see how the new government works. And I have truly “experienced” many positive changes: the public servants enthusiastically guided and processed the documents quickly. If before I had to do many procedures and travel to many places, wasting a lot of time and effort, now it only takes less than 15 minutes. I am very satisfied with this change,” Ms. Loan shared.

For civil servants, the first days of operating a two-level local government were a memorable “experience”. Ms. Ha Thi Thuy Hang, a civil servant at the People’s Committee of Vung Tau Ward, Ho Chi Minh City, said that before the new government came into operation, she and her colleagues were very worried. But when they started working, they found that some things were simple, some were complicated, but thanks to the support of information technology and machinery, many steps and procedures were resolved quickly.

“When people are satisfied, we are also happy. From here, we are also aware of our role and responsibility and try harder, contributing our strength to the success of this revolution of streamlining the apparatus," Ms. Hang shared.

According to Ms. Pham Thi Thanh Hien, Director of the Department of Home Affairs of Ho Chi Minh City, the City has successfully completed phase 1 of the arrangement in the Master Plan on merging and arranging professional agencies, administrative agencies, and public service units. The Department of Home Affairs has advised the People's Committee of Ho Chi Minh City to continue implementing phase 2 in the arrangement of professional agencies and all 168 commune-level administrative units.

“This is a very important and decisive stage. This is also a stage that requires the heads of communes, wards, special zones, specialized departments, and public service units to be impartial and objective in order to arrange the right staff and civil servants for the right jobs to truly operate the two-level government apparatus effectively, shifting to an effective and substantive service-oriented administration,” Ms. Hien said./.
