Thanh Mien, Tu Ky, Gia Loc and Hai Duong City do not have multi-purpose gymnasiums.

The lack of a multi-purpose gymnasium makes it difficult to organize training, competition, and large-scale activities. The environment, location, and conditions for physical exercise and sports are also limited.

Localities have only one central cultural house, which is integrated with meetings and other activities, leading to many overlapping activities; preparations for activities encounter many difficulties. Meanwhile, funding for organizing cultural and sports activities is limited.

On the morning of June 18, the Culture - Social Committee of Hai Duong Provincial People's Council continued to survey Hai Duong City on this content.

On March 23, 2023, Hai Duong Electronic Newspaper published an article "Disadvantaged villages and residential areas without cultural houses" reflecting the lack and degradation of grassroots cultural institutions in some localities in the province.
