Will reduce fuel loss rate by 33%

Reducing the rate of gasoline loss in each stage aims to ensure harmonious interests between the State, businesses and consumers.

The Ministry of Industry and Trade is drafting a Circular to replace Circular No. 43/2015/TT-BCT of the Ministry of Industry and Trade regulating the rate of gasoline loss in gasoline trading activities.

Accordingly, the rate of gasoline loss according to the draft is built in the direction of corresponding reduction of each stage.

In particular, the loss rate of imported petroleum will be adjusted to decrease by about 14% - 26% compared to Circular 43/2015/TT-BCT, depending on each type of petroleum product;

The loss rate of gasoline and oil in the export stage is adjusted to decrease by about 17% - 33%; The loss rate of gasoline and oil in the storage stage is reduced by about 0% - 25%; The loss rate of gasoline and oil in the washing stage remains the same compared to Circular 43/2015/TT-BCT.

For the blending stage, the adjusted loss rate is reduced by about 20% -25%; The adjusted loss rate of gasoline and oil in the transportation stage is reduced by about 20% -28%; The loss rate of gasoline and oil in the transfer stage is reduced by about 17% -22% and the loss rate of gasoline and oil in the stage of exporting from the storage tank to the gasoline pump at the gasoline retail store and from the aviation fuel filling vehicle to the aircraft is reduced by about 23% -25% compared to current regulations.

According to the Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade), petroleum business activities in recent years have undergone many changes from technology, equipment to management processes, so it is necessary to adjust the petroleum loss rate to suit the current business situation, establish a legal basis for determining a reasonable petroleum loss rate in each stage of petroleum production and trading activities, ensuring harmonious interests between the state, businesses and consumers.

At the same time, ensure conformity with the practical operation of petroleum business, minimize unnecessary losses and improve the effectiveness of state management of petroleum business activities.
