Appraisal of proposals for the construction of international airports
Speaking with PLVN Newspaper reporter, Mr. Nguyen Tri Duc - Chief of Office of the Ministry of Construction informed that the Ministry of Construction has received Document No. 4573/VPCP-CN from the Government Office sent to the Minister of Construction, Chairmen of the People's Committees of Ninh Binh, Nam Dinh, Ha Nam provinces and Xuan Truong Construction Enterprise (Xuan Truong Enterprise), conveying the direction of Deputy Prime Minister Tran Hong Ha on the proposal to build an international airport in the area of Y Yen district (Nam Dinh province) and the infrastructure system of bridges and roads connecting the region.
Mr. Duc said that the Ministry of Construction has urgently compiled the recommendations and proposals of Xuan Truong Enterprise and assigned the Civil Aviation Authority of Vietnam, the Department of Planning and Finance, and the Department of Economics and Construction Investment Management to participate in the overall assessment of these proposals.
Accordingly, Minister of Construction Tran Hong Minh assigned the Civil Aviation Authority of Vietnam to preside over and coordinate with the People's Committee of Ninh Binh province (after implementing the arrangement of the provincial administrative unit as Ninh Binh), Xuan Truong Enterprise and relevant agencies to study the proposal to build an international airport in the area of Y Yen ( Nam Dinh ). The Department of Planning and Finance; the Department of Economics - Construction Investment Management studied and reported on the above proposals. The results of the study and evaluation were reported and sent to the Ministry's leaders for consideration and written response to the Prime Minister in June 2025.
Previously, in early June 2025, Mr. Nguyen Van Truong - Director of Xuan Truong Enterprise sent Document No. 225/TTr-NDXT to General Secretary To Lam, proposing to invest in the construction of an international airport and 9 bridges across the Day River and Hoang Long River, connecting the center of Ninh Binh province with Nam Dinh City (Nam Dinh) and Phu Ly City (Ha Nam).
Goal of synchronizing sustainable development transport infrastructure
According to the proposal, the airport is expected to be located in Ý Yên district (Nam Định) - which borders the center of Ninh Binh and has favorable terrain conditions, or in another location surveyed and proposed by the Ministry of Construction. The airport will simultaneously serve the goals of developing tourism, culture and national defense when necessary. The enterprise proposed to use the local budget of the new Ninh Binh province along with socialized capital, not using the central budget. The total investment has not been specifically announced, but it is committed not to put pressure on the national budget.
In addition, the company also proposed to coordinate with Ninh Binh province to invest in building two main roads from Trang An Heritage Site and Bai Dinh Pagoda, connecting Nam Dinh province and Phu Ly city (Ha Nam), with a scale of 8 lanes. At the same time, it proposed to build 9 bridges across the Day River and Hoang Long River to enhance regional connectivity. The estimated construction time for the two routes is no more than 12 months.
If approved, the above proposals will strengthen the connection between the Red River Delta and the North Central region, aiming to develop the regional economy. According to Xuan Truong Enterprise, with the expectation that Ninh Binh will become a national cultural and tourism center and is expected to welcome 20 million visitors in 2025, the current infrastructure has begun to overload. A breakthrough is needed to relieve traffic pressure and improve services.
According to the investigation of PLVN Newspaper, Xuan Truong Enterprise is known for its diverse, multi-industry ecosystem with about 4,000 employees and associated with many cultural and spiritual works, tourism development projects worth tens of thousands of billions of VND in Ninh Binh, Ha Nam... In the past 10 years (2016 - 2025), Xuan Truong Enterprise has also implemented many bidding packages and projects with a total value of over 15 trillion VND, including key national projects such as the North - South expressway expansion project in the East, Cao Bo - Mai Son section, worth 1,154 billion VND; Ham Nghi - Vung Ang expressway project... Xuan Truong Enterprise's projects are always completed on schedule, ensuring quality standards, accepted by investors, and put into use with high efficiency.
Dr. Tran Xuan Luong - Deputy Director of the Vietnam Real Estate Market Research and Evaluation Institute, said that the above proposals are feasible for what Xuan Truong Enterprise has done before. However, according to Dr. Luong, in the future, the Party, State and Government need to reduce barriers and "bottlenecks" in terms of institutions and policies or simplify administrative procedures to help enterprises in general "confidently enter the big playground", participate in key national projects to create a healthy competitive environment, stable and sustainable development.
Talking to PLVN Newspaper, Mr. Nguyen Van Truong - Director of Xuan Truong Enterprise said that the above investment proposals and calls for investment in construction aim to strengthen regional connectivity, contributing to realizing the idea of developing Ninh Binh into a national cultural and tourism center. The goal is to serve the development strategy, expecting Ninh Binh to become a cultural and tourism center of the whole country in the future.
