Quang Tri focuses on speeding up the progress of the North-South expressway project

The North-South Expressway project through Quang Tri province is currently entering the final stage with many key items completed, but there are still some problems that need to be resolved soon to ensure overall progress.

The North-South Expressway construction project in the Eastern phase 2021-2025 passing through Quang Tri province includes three component projects: Vung Ang - Bung section 42.44km long; Bung - Van Ninh section 48.84km long and Van Ninh - Cam Lo section 65.53km long.

The total length of the route is 156.81km. There are 11 intersections and three rest stops located in Hoa Trach commune, Dong Son ward and Con Tien commune.

The total area of ​​land recovered for the component projects is about 1,481.67 hectares, of which the forest area that needs to be converted to another purpose of use is 753.35 hectares. The project affects 852 households that must be resettled and about 4,721 graves, of which 3,885 graves must be relocated to new locations.

In addition, many technical infrastructure works such as 500kV, 220kV, 110kV high voltage power lines; medium and low voltage power systems, and telecommunications were also affected.

According to the report of the Department of Construction of Quang Tri province, the site clearance work on the main route has been 100% completed, including the additional part at two rest stops in Hoa Trach commune and Dong Son ward. All 35/35 resettlement areas have been completed and fully arranged for 852 households. The relocation of technical infrastructure works has also been completed.

Regarding construction materials, local mine reserves are sufficient to meet demand; unsuitable material dumping sites have been replaced with more suitable locations. Construction material prices are periodically announced by the Provincial People's Committee in accordance with regulations.

However, the Department of Construction also informed that during the implementation process, many auxiliary items are still stuck, affecting the project construction progress such as: not yet completed site clearance for the additional part of the rest stop at Km 725+500 in Con Tien commune; fences, service roads in Bo Trach, Hoan Lao, Truong Phu, Kim Ngan communes; some household items have not agreed with the compensation plan or have received money but have not yet handed over the site...

To completely resolve these backlogs, Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu requested the People's Committees of communes and wards where the expressway passes through, which are sub-project investors, to proactively handle the remaining tasks according to regulations from July 1. At the same time, he requested departments, branches, Project Management Board 6, Ho Chi Minh Road Project Management Board and local authorities to focus on completing the site clearance work before July 12.

The Department of Construction and the Department of Agriculture and Environment shall preside over and coordinate to guide localities in removing obstacles and ensure unity in implementation; localities need to strengthen propaganda and mobilization to create consensus among the people, contributing to ensuring the progress and effectiveness of national key projects.

Project Management Board 6 and Ho Chi Minh Road Project Management Board needs to promptly transfer funds, assess the level of impact on household near the site clearance milestone, and complete procedures to return residential roads affected by construction.

Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu said that the period from now until mid-July is the decisive period to ensure the goal of completing the route on schedule. If people have been compensated according to regulations but still do not hand over the land, it is necessary to organize dialogue and mobilize; If necessary, develop a construction protection plan so that the project can be completed on schedule.

The North-South Expressway Project in the East, through Quang Tri Province, is a key transport infrastructure project, playing a strategic role in connecting the region and developing the economy and society. Therefore, thoroughly removing obstacles to implement the project is an urgent task, requiring drastic and synchronous participation from all levels of government to the people.
