On July 1, 2025, Quang Ninh province officially put into operation a two-level local government model (province - commune), and at the same time deployed a one-level Public Administration Service Center model - a pioneering step in the country. Recorded in An Sinh ward, Dong Trieu city, the atmosphere on the first day of implementation was full of excitement and positivity, from both the people and the staff.

Mr. Tran Van Hong, a resident of Zone 2 Bac Ma (An Sinh Ward), was one of the first citizens to come to carry out administrative procedures on the first day of the new model's operation. After completing the procedures related to land documents, Mr. Hong shared with obvious joy: "Today's experience is quite different from before.
All procedures are now much faster – many steps have been eliminated, and the staff is also very supportive. The application of information technology to the new administrative system helps the processing to be quick, without the delays as before.”

Sharing the same excitement, Mr. Pham Van Kien - a professional civil servant at the Dong Trieu Ward Public Administration Service Center - said that this is an important milestone, not only for the locality but also for the entire national administrative system: "As a newly appointed officer at the center, my clear feeling on the first day of July 1 is the excitement and eagerness of both the officers and the people.
We are very happy to directly participate in the two-tier local government model - something that the whole country is transforming to implement. In particular, the new electronic administrative software system deployed by FPT has created many advantages: the numbering software and digital counters are all clear and streamlined, helping work go more smoothly, and people do not have to wait as long as before."

With a modern technology platform and a streamlined organizational structure, the new administrative model in Quang Ninh is gradually demonstrating its effectiveness right from the first day. Not only does it help people save time and costs when completing procedures, the system also contributes to improving service quality, creating conditions for localities to promote their proactive role, close to the people, and close to reality.
The atmosphere of satisfaction of the people on the first day is a clear proof of the right direction in administrative reform that Quang Ninh province is implementing, with the companionship of leading technology units such as FPT. This is not only a model transformation, but also a major step forward in service quality, laying the foundation for a modern, effective, and closer-to-the-people digital administration.
On July 1, nearly 80 FPT technical staff were deployed at 54 administrative units at commune, ward and special zone levels of Quang Ninh province, directly supporting local people and authorities in the initial operation phase of the new model.
In Dong Trieu city - a key locality in the administrative unit arrangement roadmap - preparations have been carried out systematically in all four aspects: Organizational apparatus, human resources, facilities and technology platform. The city is ready to operate a new governance model towards streamlining, effectiveness, efficiency and being closer to the people. Mr. Pham Duc An - Chairman of Quang Ninh Provincial People's Committee - inspected the implementation of public administrative services at the Dong Trieu Ward Public Administration Service Center.
Specifically, FPT accompanies Quang Ninh to build three major systems, including: A digital station system integrated with an electronic personal identity wallet, helping people and businesses easily digitize records and submit multi-channel public service records; A reception system, online queue management, centrally managed, allowing the provincial Public Administration Service Center to instantly monitor the service situation and staff productivity across the entire network;
The new generation of Administrative Procedure Information System, fully meeting the requirements of the Central Government, allows receiving and returning results without administrative boundaries, processing electronic records throughout the process, connecting horizontally and vertically, returning results directly to the electronic identity wallet, from which it can be exploited to carry out other digital economic and digital social transactions.
The system built by FPT fully meets the public administrative tasks for people and businesses at the commune level, replacing the old model which is decentralized through three levels: province - district - commune. This is an important step forward in administrative reform, applying technology to improve the quality of service to people.
