Can a car fail inspection due to seat belt errors?

Seat belt errors in cars seem small but are one of the deciding factors when registering a motor vehicle.

From January 1, 2025, the inspection process of motor vehicles in circulation will be carried out according to the National Technical Regulation QCVN 122:2024/BGTVT. In particular, the inspection of seat belts is a mandatory item, marking the tightening of vehicle inspection work. This can lead to many vehicles failing inspection simply because the seat belts are incomplete or damaged.

According to the new regulations, if the seat belt is torn, broken, stuck, cannot be pulled out or retracted, the locking mechanism does not hold tightly when suddenly pulling the belt, or the buckle opens by itself, the vehicle will fail the inspection. These damages are classified as "major defects" (MaD), meaning they are not eligible for inspection if not fixed. Meanwhile, if the seat belt buckle does not open and close smoothly, the vehicle will still pass the inspection because it is classified as "minor defects" (MiD).

Vietnam is one of 111 countries that have mandatory regulations on the use of seat belts in cars. The 2024 Law on Road Traffic Order and Safety stipulates: "Drivers and passengers must wear seat belts in places equipped with seat belts when participating in traffic." The national technical regulation on technical safety quality and environmental protection QCVN 09:2024, effective from January 1, 2025, also clearly stipulates that all seats/beds in cars must be equipped with seat belts. The driver's seat must have a 3-point or higher seat belt, while other seats must have a 2-point or higher seat belt.

Although strict, these regulations are necessary to raise awareness of traffic participants and ensure safety. However, experienced drivers believe that, in order to achieve the highest efficiency, in addition to tightening inspections, it is necessary to step up propaganda work, helping people understand the role of seat belts instead of just considering them as administrative procedures. Many people still have the habit of being subjective, not wearing seat belts when sitting in the back seat or buying fake seat belts to avoid the vehicle's warning, which can lead to serious consequences if a collision occurs.

Strict inspection is an important step in improving traffic safety, but to achieve practical results, car users also need to proactively check and maintain the condition of their car's seat belts, instead of only paying attention when it is time for inspection.
