Immediately after its establishment, the Phu Yen Social Policy Bank Transaction Office promptly completed its organizational structure, arranged appropriate personnel, reviewed the system of commune transaction points, adjusted the area of responsibility; at the same time, closely coordinated with local Party committees, authorities and entrusted socio-political organizations to ensure that lending, debt collection, savings, etc. activities take place normally.
Ms. Dang Thi Au, Deputy Director of Dak Lak Provincial Social Policy Bank, and Director of Phu Yen Social Policy Bank Transaction Office, said: “Although the unit name and administrative boundaries have changed, the policy credit flow is still guaranteed to be smooth. We determine that the spirit of serving the people is the center, so all stages of reorganization are carried out quickly, neatly, in accordance with regulations, without causing disruption to borrowers and related organizations.”
The Phu Yen Social Policy Bank Transaction Office manages policy credit activities in 3 wards: Phu Yen, Tuy Hoa and Binh Kien, with a total outstanding loan balance of nearly 600 billion VND, 319 savings and loan groups, and more than 14,500 households with outstanding loans. In the first week of operation, the unit organized the first commune transaction session, received loan applications, collected interest, and guided people through new loan procedures and savings deposits.

The fact that the Bank for Social Policies quickly reorganized and maintained stable operations has received recognition and high appreciation from the local government. Mr. Huynh Ngoc Oanh, Standing Deputy Secretary of the Tuy Hoa Ward Party Committee, said that with the change in administrative boundaries, many people are still confused. The Bank for Social Policies maintaining regular transaction points is very necessary, contributing to maintaining social security and people's trust in the policies of the Party and State.
Mr. Oanh affirmed: “The local government will direct socio -political organizations to continue to receive the mandate to coordinate with banks to widely propagate policy credit programs, evaluate loans for the right subjects, mobilize borrowers to use capital for the right purposes, repay debts on time, and promote the effectiveness of capital sources. The locality will also create all favorable conditions in terms of capital sources, facilities, and ensure security and safety when banks carry out commune transaction sessions.”
The happiest thing is that households still get timely loans to develop production and business. Ms. Dang Thi Nga, a borrower in Phuoc Loc village (Phu Yen ward) said: “In the first transaction after the merger of Hoa Thanh commune (old) into Phu Yen ward, I came to repay the loan from the poor household program. At first, I was worried about whether there would be any changes after the merger. But seeing that the bank still organized transactions normally, and the bank staff were friendly and enthusiastic, I felt very secure.”
The fact that the Phu Yen Social Policy Bank Transaction Office and the system of Social Policy Bank transaction offices quickly stabilized their organization and maintained their operations is a testament to the responsiveness and proactiveness of the Social Policy Bank system in adapting to major administrative changes. The smooth flow of policy capital contributes significantly to ensuring social security, effectively implementing the goal of sustainable poverty reduction, and building new rural areas.
