Many high schools in Hanoi are degraded, with facilities inferior to those of mainstream schools.

(Dan Tri) - Results of monitoring the implementation of the high-quality education model in Hanoi show that many high-quality schools have degraded facilities, even worse than mass public schools.

According to a report by the Culture and Social Affairs Committee of the Hanoi People's Council, some high-quality public schools have failed to maintain their advantages and have lost their appeal, partly due to degraded facilities.

Even when compared with newly invested mass public schools, high-quality schools are not as synchronous and modern.

"There are schools with very limited area and do not meet national standards. The poor physical facilities affect the organization of teaching and learning activities according to the advanced requirements of the high-quality model," the report stated.

The report cites some schools with degraded facilities, inconsistent in both quantity and quality, such as functional rooms and classrooms that have been used for many years, and equipment that has expired but has not been replaced in a timely manner.

This number includes Kindergarten B, Viet Trieu Huu Nghi Kindergarten, Mai Dich Kindergarten, 20-10 Kindergarten and Viet Hung Urban Kindergarten.

At higher levels, Le Loi High School (under the Departmentof Education and Training) is also in the group of degraded facilities.

At the renovation site, students have to study at temporary facilities that do not ensure conditions of space, equipment, lack of practice rooms, and inadequate teaching equipment...

In addition, two schools were named for enrolling more students than the prescribed number: Hanoi Star Primary and Secondary School and Trang An Primary School.

The high-quality model allows a maximum of 30 students per class at the primary level, but Hanoi Star School recruits 34-35 students per class, and Trang An School has recruited 31-32 students per class for two consecutive school years.

Some high-quality schools have arranged a lower number of teachers than the regulation. These include 7/7 high-quality public kindergartens, Nam Tu Liem Primary School (1.37 teachers/class), Nam Tu Liem Secondary School, Thanh Xuan Secondary School, Chu Van An - Long Bien Secondary School (arranging 1.63-1.85 teachers/class); Le Loi - Ha Dong High School (1.65 teachers/class)).

All 7/7 high-quality kindergartens have enrollment rates lower than the set targets over the years.

The cause of the deterioration of facilities is partly due to the fact that investment, procurement of equipment and facilities for educational activities at high-quality schools are being constrained by a number of regulations that are generally applied to public schools using the state budget.

Despite their unique advanced curriculum, high-quality schools still have to comply with spending norms and purchasing processes like regular public institutions, leading to difficulties in meeting professional requirements.

For example, according to current regulations, computer purchases cannot exceed VND15 million. Meanwhile, technology-based subjects such as graphic design, programming, AI, STEM, etc. require computers with high configurations and prices exceeds the above regulations.

In addition, high-quality schools have not been given autonomy in investing in construction and upgrading facilities, even when the schools have legal funding sources from contract revenue and socialization.

This is the case of Phan Huy Chu High School - Dong Da, although it has the financial capacity to renovate and expand its facilities in a spacious and modern direction, it has not been proactively implemented due to lack of investment decision-making authority.

Currently, out of 17 high-quality public schools, 16 have switched to the model of public service units that self-finance regular expenses. Chu Van An Secondary School (old Long Bien district) is expected to switch to autonomy by August this year.

The 2016 Hanoi Party Committee's 4-year Program and Plan No. 165 issued in the same year by the City People's Committee set the goal of building and recognizing 20 high-quality schools in the 2016-2020 period. However, from 2016 to now, only 12/20 schools have been recognized, reaching 60% of the plan.

Many districts (according to the old administrative boundaries) have not yet built high-quality schools, including central areas such as Ba Dinh, Bac Tu Liem, Tay Ho...
