Head of the Culture and Social Affairs Committee of the Hanoi People's Council Nguyen Thanh Binh has just reported on the results of monitoring the implementation of the high-quality education model in the city.
Besides the outstanding results of the high-quality school model, there are also limitations and difficulties. Among them, the target of building and recognizing 20 high-quality schools in the period of 2016-2020 has not been achieved. In fact, from 2016 to now, only 12/20 schools have been recognized, and many districts have not yet built school models.

In addition, some public schools recognized as high quality have not been able to maintain their advantages and have lost their appeal. In particular, there are 7 kindergartens whose enrollment rates over the years have been lower than the set targets.
“Failure to recruit enough students makes tuition revenue uncertain, which directly affects the scale of high-quality program implementation, investment in facilities, staff salaries, and maintaining quality improvement activities,” the monitoring team assessed.
In particular, the number of primary school students in the high-quality school model is regulated to not exceed 30 students per class. However, from the 2021-2022 to the 2024-2025 school year, the number of primary school students in the Ngoi Sao Hanoi Primary and Secondary School exceeded the prescribed number (34-35 students per class); Trang An Primary School in the 2021-2022 and 2022-2023 school years exceeded the prescribed number (31-32 students per class)...
Deteriorating facilities
The monitoring appraisal inspected the facilities of high-quality schools in Hanoi and assessed that, after initial investment and operation, the facilities of some public schools have now degraded, no longer have outstanding advantages, and are even not consistent or modern compared to some newly invested mass public schools.
Le Loi High School (Ha Dong) implements a high-quality model but is currently being renovated and repaired, and teaching must be done at temporary facilities. The organization of educational activities is improved, equipment conditions are not guaranteed, and there is a lack of practice rooms, etc., affecting the implementation of applied and experimental subjects.
Kindergarten B implements a high-quality model but has not yet invested synchronously in facilities, and has not yet met basic requirements for classrooms, equipment, playgrounds, etc.
Many schools have degraded facilities, inconsistent in both quantity and quality: functional rooms and classrooms have been used for many years, equipment has expired, but has not been invested in and replaced in time such as: Kindergarten B, Viet Trieu Huu Nghi Kindergarten, Mai Dich Kindergarten, October 20 Kindergarten, Viet Hung Urban Kindergarten.
Many schools arrange a lower number of teachers per class than the Ministry of Education and Training's regulations on teacher/class standards, affecting the ability to organize teaching and learning as well as implement educational activities outside the main curriculum.
Schools with lower teacher allocation than prescribed include: 7 high-quality public kindergartens; Nam Tu Liem Primary School (1.37 teachers/class).
At the secondary school level, schools with lower teacher numbers than the regulations of the Ministry of Education and Training include: Nam Tu Liem Secondary School, Thanh Xuan Secondary School, Chu Van An - Long Bien Secondary School (with a ratio of 1.63 -1.85 teachers/class)... while the regulation is 1.9 teachers/class.
In particular, some high-quality kindergartens have not yet arranged specialized teachers for art, music, and physical education according to regulations.
With the existing shortcomings and limitations, the Monitoring Team recommends that schools implementing the high-quality model must make a commitment to ensure the quality of education commensurate with the applied tuition fees and at the same time publicly announce the tuition fees to all parents and students, ensure transparency and clarity, facilitate the management and monitoring of tuition revenue and expenditures.
Schools pay attention to investing and improving facilities, equipment, toys, learning materials, teaching equipment, etc. to effectively implement the school's high-quality programs.
Review and ensure criteria for high-quality schools; Organize self-assessment and publish self-assessment results according to criteria for high-quality educational institutions annually and build smart schools, encouraging students' creativity.
The monitoring team also requested that schools urgently develop economic and technical norms as a basis for determining and submitting for approval tuition fees for the 2025-2026 school year and subsequent school years in accordance with regulations.
It is known that the high-quality school model is stipulated in Article 12 of the 2012 Capital Law. After more than 10 years of implementation, Hanoi currently has 22 preschools and general schools recognized as high-quality, including: 17 public schools (7 preschools, 3 primary schools, 5 secondary schools and 2 high schools); 5 non-public schools (2 primary schools, 3 inter-level schools).
