Implementing the policy of organizing a two-level local government apparatus, Muong E commune was established on the basis of merging the two old communes of Phong Lap and Muong E, with a total natural area of 139.9 km², a population of nearly 15,000 people, and the headquarters of the Party Committee, People's Council, and People's Committee of the commune located at the headquarters of the old Muong E commune. Comrade Nguyen Duc Thang, Secretary of the Commune Party Committee, said: In order to not interrupt the tasks, immediately after the merger, the commune organized many important conferences to deploy working regulations, assign specific tasks to people and jobs in the fields of economy , society, ensuring national defense and security in July and the last months of 2025. Complete the organization of the Party Committee, People's Council, People's Committee of the commune, specialized agencies, arrange jobs for cadres to ensure proper expertise and according to regulations.
The commune prioritizes supplementing facilities, machinery and equipment, creating favorable conditions for cadres and civil servants to quickly stabilize and focus on implementing work, especially work related to administrative procedure settlement, aiming at people's satisfaction.
Mr. Lo Anh Vien, Vice Chairman of the Commune People's Committee, Director of the Muong E Commune Public Administration Service Center, informed: The commune has arranged 7 qualified and experienced officials and civil servants to handle administrative procedures. In addition, the commune has also established a technology and professional team to support the handling of administrative procedures; arrange areas to provide, look up information, administrative procedures and access the public service portal. Establish and publicize a hotline to support, guide and answer according to the authority the reflections and recommendations of the people and organizations.
Promote digital transformation to enhance the settlement of public administrative procedures and online payment of public service fees. The administrative procedure settlement process is carried out in 5 standardized steps, including: Receiving and guiding people; preparing documents; receiving documents; transferring to specialized agencies for processing; returning results on time. Each step is monitored and the status of document processing is updated on the public administrative software system, both streamlining and improving the quality of management and operation of local authorities.
Early in the morning of the second day after the new commune model was put into operation, at the Muong E Commune Public Administration Service Center, many people came to do administrative transactions. Having just completed administrative procedures, Ms. Ca Thi Dung, Huoi It village, shared: At first, I was worried about having to wait a long time due to the increase in population after the merger. However, local officials guided me enthusiastically and processed the procedures quickly. I am very satisfied with the working style and attitude of the commune's civil servants after the merger.
