
specifically, Group A (hosted by Viettel Sports Company Limited) includes 4 teams: Hanoi, Hoai Duc, PVF-CAND and The Cong Viettel. Group B (hosted by PVF Youth Football Training Center) has 5 teams: Hanoi Police, Dong A Thanh Hoa, Song Lam Nghe An, Dao Ha Football Center and PVF.
Group C (hosted by Hoang Anh Gia Lai Sports Joint Stock Company) includes 4 teams: Quang Nam , Hue, SHB Da Nang and Hoang Anh Gia Lai I. Group D (hosted by Ho Chi Minh City Football Federation) includes 5 teams: An Giang, Binh Dinh, Dong Thap, Vinh Long and Ho Chi Minh City. Group E (hosted by Ba Ria Vung Tau Football Joint Stock Company) has the participation of 5 teams: Dak Lak, Dong Nai, Hoang Anh Gia Lai II, Tay Ninh and Ho Chi Minh City Football Club.

The teams will compete in a round robin to determine their rankings in each group. The 12 places in the Final Round will be determined by: 5 group winners, 5 group runners-up, 1 third-placed team with the best record and the host team of the Final Round.
In case the host team of the Final Round is among the 11 teams with the best records, the remaining place will be awarded to the third-placed team with the next best record. When comparing third-placed teams in groups with unequal numbers of teams, the Organizing Committee will not count the results of matches against the bottom-placed team in groups with 5 teams, in order to ensure fairness in the number of matches.
According to the plan, the 5-team groups B, D, E will compete from July 4 to July 14; the two 4-team groups A and C will compete from July 9 to July 14.
The National U21 Qualifiers are an important screening step to discover young talents of the next generation of clubs, while also creating the premise for a quality and attractive Final Round.
