On the afternoon of July 7, at a press conference to inform about 5 laws in the fields of science and technology, innovation and digital transformation, Mr. Nguyen Khac Lich - Director of the Department of Information Technology Industry ( Ministry of Science and Technology ) - assessed that the Law on Digital Technology Industry will bring a pioneering legal corridor for the digital technology industry.
This law, recently passed by the National Assembly , will take effect from January 1, 2026.
With outstanding incentives to develop the industry; promote innovative products, manufacturing and design in Vietnam; sustainable development of digital technology enterprises and especially development of high-quality digital technology human resources.
Director Nguyen Khac Lich affirmed that "digital technology talents enjoy special salary and bonus mechanisms, compete fairly with countries around the world, receive housing support, living space..., and are honored and rewarded according to the provisions of law".
In the process of developing digital technology industry human resources, the State has policies to support students and digital technology industry human resources working at enterprises or concentrated digital technology industry centers.
The State has a policy of financial support for additional and advanced training, not only from ministries and branches, but also from localities.

Mr. Lich assessed that the new policy has many breakthroughs when Vietnamese people abroad, or foreigners in Vietnam, are also attracted.
Foreigners are granted a temporary residence card with a validity of 5 years, renewable according to the law; in case a foreigner has a wife, husband or children under 18 years old, similar support is also provided.
High-quality technology industry human resources are supported with personal income tax exemption for 5 years.
In business organizations or Vietnamese citizens who meet the criteria for high-quality human resources, are accepted as civil servants and public employees and are considered for leadership and management positions, without having to meet the conditions of working time or planning.
In addition, high-quality civil servants and public employees who have worked in organizations and enterprises and wish to return to state management agencies will be considered and assigned jobs.
Be assigned a job position suitable to your expertise and profession, enjoy salary, allowance, civil servant rank/professional title rank and other benefits and policies equivalent to or higher than those previously enjoyed.
These cases will be considered as special cases when appointing leadership and management positions if the agency or unit has a need.
