According to the Ministry of Public Security 's plan, from July 1, 2025 to August 19, 2025, the police force will simultaneously launch a 50-day peak period to issue electronic identification to foreigners nationwide. Decree No. 69/2024/ND-CP, foreigners aged 6 and over who have been granted a permanent residence card or temporary residence card in Vietnam can register for a level 1 and level 2 electronic identification account when needed. Children under 6 years old will be granted a level 1 identification account if requested.
Level 2 electronic identification accounts are "digital keys" that help foreigners perform administrative procedures, online public services and access personal information connected and integrated from the National Database, specialized databases, and at the same time use all utilities and applications on the electronic identification and authentication system. With outstanding features, granting this account is not only an administrative procedure, but also an important strategic step in smart management and global digital integration, helping foreigners to live, study, work and travel in Vietnam more conveniently.
Accordingly, foreigners who need to be granted an electronic identification only need to go to the Immigration Department under the Ministry of Public Security or the provincial police, bring their passport or valid international travel documents, fill in all information according to the form "Application for issuance of electronic identification account" issued with Decree No. 69/2024/ND-CP, in which note to provide the correct mobile phone number and email address (if any).
For foreigners under 14 years old, the person under guardianship or representative, it is mandatory to go with the legal representative or guardian to the competent authority. The representative or guardian will use his/her own mobile phone subscription to declare and register for the person under 6 to under 14 years old.
Registration results will be notified via the national identification application (VNeID), the registered phone number or the declared email address to ensure convenience, speed and transparency.
The implementation of electronic identification for foreigners in Thanh Hoa in particular and the whole country in general affirms the determination of the Ministry of Public Security in the comprehensive digital transformation, towards a transparent, modern administration and serving people and businesses more effectively. In addition, this activity also contributes to building the image of Vietnam as friendly, professional, internationally integrated, creating the most favorable conditions for foreign citizens to feel secure in working, studying and living long-term in Vietnam.
Level 2 electronic identification accounts are not only “digital IDs”, but also a symbol of a comprehensive digital future, where everyone, whether citizens or foreigners, can enjoy technological utilities and progressive policies in an equal and civilized manner.
