Border residents expect a two-tier local government model

People coming to do administrative procedures are resolved quickly, neatly and effectively.

On the morning of June 30, the ceremony to announce the Central Resolutions and Decisions on merging provincial and communal administrative units; ending the operation of district-level administrative units; establishing Party organizations, appointing Party Committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees at provincial and communal levels was held. This event marked an important turning point in the organization of the provincial government apparatus.

At the People's Committee of Vinh Xuong commune (a locality merged by 3 communes of Phu Loc, Vinh Xuong, Vinh Hoa), a large number of cadres, party members and people attended the announcement ceremony both online and in person, witnessing the historic moment opening a new development period for the locality and the country. "Announcing the 2-level local government is the aspiration to rise up in the new era of development of the nation. In that atmosphere, the Party Committee, government and people of Vinh Xuong commune are determined to successfully implement this new model, bringing the border commune of Vinh Xuong to develop rapidly and sustainably through promoting border economic development, developing trade - services, and agricultural tourism to quickly improve and enhance people's lives" - Permanent Deputy Secretary of the Vinh Xuong Commune Party Committee Tran Van Tien shared.

Over the past years, the lives of people in the border areas have developed, but are still not commensurate with the existing potential and strengths. People here expect that, with the implementation of the 2-level local government model, the border and ethnic communes in An Giang province will develop, because there are many benefits and potentials. “Implementing a two-level local government, the apparatus is streamlined, thereby improving efficiency, effectiveness and operational efficiency. Abolishing the district level and rearranging administrative units at the provincial, commune and ward levels will significantly reduce the number of intermediate steps in the administrative apparatus. This is expected to shorten the time for processing records, making decisions, and reducing cumbersome procedures. And certainly, when the apparatus is streamlined, resources (human resources, finance, and materials) will be more concentrated, avoiding dispersion, improving the quality of the staff and civil servants; with streamlining and clear decentralization, the management and operation of the government will become faster, more flexible and more effective…” - Chairman of Vinh Xuong Commune People's Committee Bui Thai Hoang shared.

Mr. Hoang added that as soon as the announcement ceremony ended, all cadres and party members of the commune immediately started to carry out their tasks, ensuring that there was no interruption in work. During the transition period, the commune both accepted new tasks and completed current tasks well, ensuring smooth service to the people, especially in handling administrative procedures.

Tran Van Tien, Deputy Secretary of Vinh Xuong Commune, said: "Up to now, we have completed the arrangement of offices, human resources, facilities, and equipment for functional departments so that the new government apparatus can operate smoothly on the first day."

People in the border areas expect that the implementation of a two-tier local government will help the new locality expand its development space. Thereby, promoting the border economy, attracting investment, connecting trade, creating conditions for agricultural products produced by local people to be easily consumed everywhere, opening a “new chapter” for the land with a long revolutionary tradition.
