Strategic vision for the new phase
General Secretary To Lam , Head of the Central Steering Committee for Science and Technology Development, Innovation and Digital Transformation (Steering Committee) affirmed: “This is a resolution of strategic significance, shaping the path of rapid and sustainable development of the country in the new period, especially in the context that we are striving to complete the goals of the term and the two-level local government model officially operates in 34 provinces and cities from July 1, 2025”. The General Secretary's affirmation is not only a guideline, but also a great source of motivation, urging us to make great efforts to turn strategic orientations into vivid reality.
According to the steering committee's report, after only 6 months of implementing Resolution 57-NQ/TW, a bright picture has emerged. Through reviewing and comparing with implementation practices and global technology trends in the first 6 months of 2025, the list of prioritized spearhead technology fields has been accurately and appropriately identified. This shows the careful, methodical preparation and high determination of the Party and State in making science and technology, innovation and digital transformation the main driving force for development.

The strong development of the science and technology ecosystem and innovation is a vivid proof of the efforts that have been achieved. The number of 858 science and technology enterprises, 45 high-tech enterprises and over 73,000 digital technology enterprises in operation are important nuclei, contributing to the formation of a dynamic and creative digital economy . These are not only impressive numbers, but also evidence of the strong transformation of the economy, with the increasing role of knowledge and technology.
Political determination and development orientation
To achieve the big goal, General Secretary To Lam called on the entire political system to continue to deploy with a more drastic spirit in directing, operating, removing bottlenecks, focusing resources to create substantial and sustainable results in the last 6 months of 2025 and the following years. Regarding leadership and direction, the General Secretary requested that heads of departments, ministries, branches and localities continue to enhance their sense of responsibility, demonstrate "determination, perseverance, steadfastness, and do everything to strengthen the trust of the whole society". This is a strong call, requiring each cadre and party member, especially the head, to truly be a pioneer and exemplary nucleus in implementing the resolution. At the same time, it is necessary to focus on drastic direction, prioritize resources to complete assigned tasks, constantly innovate thinking and working methods to meet the requirements of the new situation. At the same time, the Ministry of Public Security is assigned to preside over and coordinate with relevant ministries and branches to develop and submit to the steering committee outstanding and breakthrough mechanisms for national data management according to the principle that data must be correct, sufficient, clean, live, and connected smoothly for effective exploitation, creating specific and measurable values. The Ministry of Public Security and other ministries and agencies must urgently complete the construction, put into operation, and use the National Data Center; national databases, and specialized databases, according to the roadmap set forth by the Government.
Ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities promote connection and data sharing between databases and information systems; restructure administrative procedures, reuse information and data to provide convenient online public services for people and businesses, develop socio-economy and national defense and security...
Accompanying national aspirations
The development of science and technology, innovation and digital transformation is given special attention in the context of implementing the 2-level local government model. Sharing about the province's determination, Chairman of An Giang Provincial People's Committee Ho Van Mung emphasized: "The new An Giang with a new look and mission identifies science and technology, innovation and digital transformation as the key to creating a modern, streamlined and effective administration. We will focus all our efforts on building digital government, developing digital economy and digital society, creating the most favorable environment for businesses and people to access and benefit from the achievements of the 4.0 industrial revolution."

The response of the business community and people is a clear demonstration of the correctness of Resolution 57-NQ/TW. Mr. Tran Van Hung (a young technology entrepreneur in Long Xuyen ward) shared: “Resolution 57-NQ/TW really breathes new life into the technology business community. We see the clear support of the State, from creating policy mechanisms to supporting resources. This helps technology businesses boldly invest in development, improve competitiveness and contribute to the overall development of the country”.
Ms. Nguyen Thi Hoa (a resident of My Thoi ward) expressed optimism: “Digital technology applications in daily life, such as: Cashless payment, online public services have made life more convenient. I believe that, with strong investment in science and technology, Vietnam's future will be brighter and brighter”.
The aspiration to develop science and technology, innovation and digital transformation is not only the task of the Party and the State, but has truly permeated every cell of society. With the wise leadership of the Party, the decisive participation of the Government, ministries, branches and localities, and the consensus of the business community and the People, Vietnam will certainly achieve brilliant results, putting the country firmly on the path of rapid and sustainable development.
