First day nationwide operating two-level local government: Buses pick up officials from 6am

This morning (July 1), the whole country officially switched to operating a two-level local government with 34 provinces and cities. From 6am, buses were present at the starting point to transport officials to work. At communes, wards, and public administration centers, they were ready to serve the people.

From today, 3,321 new commune and ward-level administrative units of 34 provinces and cities across the country (including 2,636 communes, 672 wards and 13 special zones) officially come into operation.

The organization of a two-level government is an organizational revolution that, in addition to overcoming the cumbersome apparatus, intermediate levels, and large civil servant payrolls, also creates a space for connecting economic regions and the strengths of regions to prepare for the era of growth.

From now on, overlaps between administrative levels are removed, resources are allocated more centrally and effectively, the apparatus is leaner but more dynamic, flexible and serves the people better.

On June 30, 34 provinces and cities across the country simultaneously announced the resolution of the National Assembly Standing Committee and local decisions on the establishment of new Party Committees of communes, wards and towns. With the spirit of “running while lining up”, communes and towns have urgently prepared and are ready for the new mission.

Wards in Hanoi are ready to serve the people


From early morning, officials at the People's Committee of Nghia Do Ward were present to complete preparations to serve the first citizens of the Capital to come to work. By 7:45, the one-stop department had completed preparations and was ready to welcome the people.

Ms. Nguyen Thi Dung was the first citizen to come to work at Nghia Do ward. She confided: "I arrived very early even though it was not yet working hours, but I was welcomed very attentively and kindly by the staff of the one-stop-shop.

Previously, Hanoi held a ceremony to announce the Resolution of the National Assembly Standing Committee and the city's decisions on implementing the organization of commune-level administrative units. Starting today (July 1), Hanoi will reorganize the 2-level government model: including the city level and the commune level according to the direction of the Central Government and the guidance of the Government.

Regarding the organizational structure of the communal agencies, there are 3 specialized departments: Office of the People's Council & People's Committee; Economic Department for communes and Economic-Infrastructure-Urban Department for wards; Department of Culture and Society. Regarding the Public Administration Service Center, in the immediate future, the Hanoi City Public Administration Service Center will be maintained, including: 4 departments, 2 public service units, and 12 branches.

Shuttle buses for officials and civil servants

Recorded in Nam Dinh ward ( Ninh Binh province ), on the morning of July 1, buses transporting officials, civil servants, public employees and workers started rolling from the headquarters of the Provincial Party Committee and People's Committee of Nam Dinh province (old) to the headquarters of the administrative agency in Hoa Lu ward (Ninh Binh province). This is the first working day of the staff after the implementation of the arrangement of provincial administrative units.

Mr. Luong Thanh Nam (in charge of regulating shuttle buses) said that according to the registration list, there were 515 people using the shuttle buses on the first day. At the pick-up point in Nam Dinh ward, 12 45-seat buses were arranged to pick up at the headquarters of the Provincial Party Committee and People's Committee of Nam Dinh province (old). The buses departed from the pick-up point at 5:50 am and are expected to arrive at the Department of Construction of Ninh Binh province at 6:50 am.

Mr. Pham Thanh Dong (officer of the Department of Construction) shared: “Initially, I also had some concerns because the new workplace is far away, which will definitely affect my family life. However, I understand that streamlining the apparatus and merging administrative units is a major policy of the Party and State to improve management efficiency, contributing to changing the face of the country. Therefore, despite the initial difficulties, my colleagues and I are determined to try to overcome them to best serve the people.”

Similarly, Ms. Bui Thi Le (officer of the Department of Construction) said: “Today, I woke up earlier than usual to catch the shuttle bus from Nam Dinh ward to Hoa Lu ward headquarters for work. My family matters were arranged last night, so I could feel secure starting my first working day at the new location after the merger. Although the workplace is further away, I feel very convenient because the provincial bus is arranged to pick me up and drop me off.”

At around 6:50 - 7:15, dozens of 35-45 seater buses picked up officials from Phu Ly ward, Nam Dinh to take them to departments and branches in Hoa Lu ward (Ninh Binh) to work.

According to the Department of Construction and Finance, about 30 officials, civil servants and workers were picked up by car from Nam Dinh ward to work at these two departments and about 15 people were taken by car from Phu Ly ward.

At the Department of Construction's second facility, where the 5 departments of Material Economics, Legal Inspection, Transportation, Housing Management and Real Estate Market, Infrastructure, and Port Authority work, there are dozens of officials, civil servants, and workers working here on the first day.
