Administrative procedure reform is not only an intrinsic requirement of the process of building a rule-of-law state, but also an inevitable requirement from the reality of socio -economic development. In the flow of integration and competition, every delay and every procedural barrier can become a "bottleneck" for the local economy.
According to the Department of Industry and Trade, in the coming time, the department will regularly coordinate with the Provincial People's Committee Office, the Department of Science and Technology and related telecommunications units to review and standardize the entire process of administrative procedures in the industry and trade sector on the National Public Service Portal and the Provincial Administrative Procedure Processing Information System. Thereby, creating favorable conditions for people and businesses when performing administrative procedures in the fields of industry and trade.
Administrative reform with service as the root
The Department of Industry and Trade of Dong Nai province clearly defines the motto of action: Reform cannot wait, cannot be slow, but must be proactive and act first. The mindset of "management first - service as the root" has become a guiding principle, helping the unit make a breakthrough on the journey of transformation from traditional administration to digital administration, taking people and businesses as the center of service.
In 2024, the Department of Industry and Trade of Dong Nai province was ranked at the top of the Provincial Competitiveness Index (DDCI) at the department, branch and industry level. This is an outstanding result of the department in promoting administrative procedure reform. Behind this position is a comprehensive change, both in terms of process, technology and people.
A typical example is the department's promotion of providing high-level online public services, especially in "hot" areas such as: production licensing, conditional business registration, promotional announcements, confirmation of product origin information, etc. Instead of coming directly, businesses only need a few operations on their phones or computers to submit documents, look up, and receive results.
Ms. Nguyen Thi Minh Hoa, General Department (person in charge of general administration in the enterprise) AK Vina Company Limited, Phuoc Thai Commune, Dong Nai Province shared: “Previously, I had to go to the office many times to complete the procedures for granting a license to qualify for production. It took time, effort and travel expenses. But now, everything can be done online, it only takes less than 10 minutes to submit the application and only a few days later I have the results. It is truly “administrative service”.
Not only Ms. Hoa, thousands of other businesses are also benefiting from the strong administrative reform process, helping to save time and costs, while increasing transparency and trust in public agencies.
Proactive application and innovation of technology
The highlight of the reform strategy of the Department of Industry and Trade of Dong Nai province is not stopping at digitizing traditional processes, but also pioneering the application of new technology, artificial intelligence (AI) to support document processing, automatic chatbot consulting 24/7, open data system linked with other industries.
The Department has connected the administrative procedure settlement information system at the ministerial and provincial levels with other information systems and databases. In particular, the website address of the Department of Industry and Trade: http://sct.dongnai.gov.vn is an independent website that has been integrated into the provincial Electronic Information Portal, ensuring the provision of timely, complete and effective information.
In addition, the Department of Industry and Trade performs annual maintenance, continues to operate and exploit the Industry and Trade Database system at http://dlct.dongnai.gov.vn. Thereby, systematizing the industry's data information, ensuring the provision of information to serve the direction and administration of leaders at all levels and the research and information exchange needs of organizations and individuals to learn about the activities of the industry and trade sector in the province.
In particular, the Department of Industry and Trade regularly reviews, amends, and simplifies administrative procedures to suit the actual situation; promotes the application of information technology in administrative reform. Thereby, contributing to removing barriers to administrative procedures and bringing benefits to individuals, organizations, and businesses in the province.
Ms. Le Dung Hanh, an officer of the Reception and Results Department of the Department of Industry and Trade of Dong Nai province, said: “We always use the satisfaction of people and businesses as a measure for reform. Thanks to the application of technology, many types of documents are now processed 40-60% faster than before. The system also helps detect and handle errors quickly, reducing paperwork and cumbersome procedures.”
This is a necessary preparation for a “borderless” digital administration, especially in the context that Dong Nai province has officially expanded its development space after merging its administrative boundaries with the former Binh Phuoc province. The readiness in terms of institutions, digital infrastructure, staff, etc. will help the province’s industry and trade sector adapt quickly and effectively meet the requirements of serving people and businesses in the new context.
It is worth mentioning that administrative reform at the Department of Industry and Trade is no longer a slogan or a trendy program. Those changes are already present, touching every file, every data line, every mouse click. Each step of that transformation is helping to create a modern, transparent and people-friendly administration.
Ms. Dang Thi Bich Loan, Director of Mekong Logistics Co., Ltd., Bien Hoa 2 Industrial Park (Dong Nai Province), said: “We are very impressed with the way the Dong Nai Department of Industry and Trade accompanies businesses. In addition to shortening the time for processing documents, they also regularly collect opinions, organize dialogues, and remove difficulties for businesses. The feeling of being served and listened to is very clear.”
In the context of global integration and competition, administrative procedure reform is not only an "administrative task" but also a core driving force to attract investment, improve competitiveness and promote sustainable development.
Deputy Director of the Department of Industry and Trade of Dong Nai province, Pham Van Cuong, said: "Although we have achieved many positive results, we are still continuing to make efforts to innovate, perfect specialized digital data warehouses, train digital staff, expand integration of interconnected platforms and aim to provide smart, personalized public services for each subject."
