Nghe An synchronizes solutions to increase budget revenue through customs clearance of goods

In the first 7 months of the year, the State budget revenue from imported and exported goods in Nghe An reached more than 1,028.33 billion VND, an increase of more than 10% over the same period. The results were achieved thanks to the effective management of the Customs force and the support of the Ministry of Finance, the Provincial People's Committee, and the business community.

High budget revenue

In the context of many economic challenges, the Customs Branch of Region XI (managing the areas of Nghe An and Ha Tinh provinces) has made its mark with positive results in the first 7 months of 2025, achieving many important targets in import, export activities and state budget collection.

According to the aggregated data, the State budget revenue of the Customs Sub-Department of Region XI as of August 3, 2025 reached more than 5,033 billion VND, reaching 47.53% of the assigned estimate (10,590 billion VND). Of which: State budget revenue for imported and exported goods in Nghe An reached more than 1,028.33 billion VND, an increase of 10.08% over the same period (specifically: Nam Can Border Gate: 79.04 billion VND, Cua Lo: 540.99 billion VND, Vinh Customs: 408.24 billion VND, Thanh Thuy: 43.56 million VND).

Items that frequently arise in Nghe An province: Exports: Limestone, wood chips, round wood, sawn timber, etc. For imported items, there are all kinds of machinery, equipment, components and spare parts, all kinds of rolled aluminum, all kinds of steel, plastic granules, asphalt, ores, all kinds of sawn timber, electricity, etc.

As of early August 2025, 616 enterprises participated in customs procedures through the area with more than 82,000 declarations. Import and export turnover reached 4,281.24 million USD (up 49.9% over the same period in 2024), of which export turnover reached 2,170.63 million USD, import turnover reached 2,110.61 million USD. Import and export turnover with tax: 446.36 million USD.

Ms. Bui Thi Dung - Director of Duc Phat Production and Trading Company Limited said that at the beginning of the year, our orders were affected by changes in US tax policies, and we have received support and companionship from the customs agency. In the future, we hope that customs officers will continue to grasp the import and export activities of businesses, support and guide businesses in the process of customs procedures.

Since the beginning of the year, the Customs Branch of Region XI has effectively implemented solutions to collect the State budget under the direction of the Ministry of Finance and the Customs Department. Although the global economy is still fluctuating, some key export items of Nghe An such as seafood, textiles, construction materials, etc. have shown signs of slight recovery, contributing to increased revenue from import and export taxes. In addition, due to the impact of international commodity prices, some imported items have higher values ​​compared to the same period, also leading to increased revenue from import taxes and value added tax on imported goods.

Mr. Nguyen Thanh Trung - Deputy Head of the Customs Branch of Region XI said that the unit has effectively implemented measures to collect and handle tax debts. We have strengthened administrative reform measures, supported businesses in declaring and paying taxes electronically, using electronic invoices... to help increase tax collection efficiency. Since the beginning of the year, the Branch has collected more than 34 billion VND in tax debts from businesses, reaching 90.9% of the target for collecting and handling tax debts assigned by the Customs Department.

Continue to remove difficulties, increase budget revenue

Looking at the upcoming situation, the socio-economic situation continues to take place in the context of the world having major and unpredictable changes with many opportunities and challenges intertwined. Inflation in many countries, tight monetary policy affects economic recovery; USD/VND exchange rate fluctuates very strongly, at a high level affecting the import and export situation of goods. Supply chain disruptions are forecast to continue, slowing down the recovery of economic - investment - trade activities. Trade conflicts and political tensions continue to affect the world economy and trade activities with a number of markets, directly the financial market and energy market, thereby greatly affecting the import and export activities of businesses in the area.

Meanwhile, Vietnam has participated in most free trade agreements, especially the ASEAN Regional Trade Agreement, CPTPP Agreement, Vietnam - EU Free Trade Agreement, UKVFTA Free Trade Agreement, RCEP Free Trade Agreement... Therefore, the tariff reduction roadmap has a great impact on the State budget revenue. Many goods have import tax rates reduced to 0%, goods with large turnover and high budget revenue such as: coal, ore, scrap, ferro alloy, fuel oil... are all imported from countries that have signed preferential tariffs with Vietnam, so import tax on these goods is almost non-existent. Domestically, the policy of reducing value added tax also partly affects the tax revenue in 2025.

These difficulties require the Customs sector to make greater efforts to ensure the effectiveness of customs clearance, serve production and business activities, and achieve budget revenue targets. Timely grasp the import and export activities of large tax-paying enterprises with high turnover, large projects in the area affected by US President Donald Trump's tariff policy; the Russia-Ukraine conflict... to forecast and assess revenue sources promptly and accurately.

In the coming time, in order to effectively implement the documents of the Prime Minister, the Ministry of Finance, the Customs Department; the Decision on assigning the State budget revenue estimates of the Ministry of Finance on the budget collection work in 2025, the Customs sector needs to continue to proactively grasp and promptly remove difficulties and obstacles of enterprises in the process of carrying out Customs procedures on the basis of compliance with legal regulations; actively propagate and mobilize enterprises to submit documents via the industry's online public service system, pay taxes electronically via the 24/7 system.

Mr. Nguyen Thanh Trung - Deputy Head of the Customs Branch of Region XI added: On the one hand, classifying, applying tax rates, exemptions, reductions, refunds, and non-collection of taxes; on the other hand, strengthening tax management and tax debt collection to ensure that all revenue sources must be collected correctly, fully, and promptly into the State budget, detecting and handling errors properly. Focusing on reviewing and grasping the situation of tax debts and tax arrears, late payment fees to classify debts in accordance with the provisions of the Tax Administration Law No. 38/2019/QH14. Along with that, continuing to promote administrative reform, strongly improving the investment and business environment, creating an open and attractive business environment, attracting businesses to carry out customs procedures in the management area.

Immediately after the Government issued Decree 29/2025/ND-CP dated February 24, 2025 stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance, on February 26, 2025, the Ministry of Finance issued Decision No. 2019/QD-BTC stipulating the functions, tasks, powers and organizational structure of the Customs Department under the Ministry of Finance. Currently, the Customs system is reorganized into 3 levels: Customs Department, Regional Customs Branch and Border Gate or Outside Border Gate Customs.
