The movement "Agencies, units, and enterprises meeting cultural standards" has been implemented in a systematic and synchronous manner. Since 2022, the Provincial Federation of Labor has issued Instruction No. 59/HD-LĐLĐ on the content and cultural criteria in agencies, units, and enterprises. On that basis, the Provincial Federation of Labor has presided over and coordinated with the Department of Culture, Sports and Tourism, the Department of Home Affairs and relevant agencies to concretize the scorecard in accordance with the characteristics of each industry and each locality, helping to make the assessment and recognition more transparent and rigorous.
The “cultural” quality in agencies and units in the province is demonstrated through exchange programs, community activities, in every word, service attitude and sense of responsibility of the staff, civil servants, public employees and workers. The creative labor emulation movements, the movement to build “Cultural agencies” and “Civilized units” are deeply integrated into professional tasks, creating positive changes in the quality of work and life of cadres, civil servants and public employees.
Along with that, the strengthening of administrative reform in state agencies has contributed to improving administrative discipline, shortening procedural processes, and reducing pressure on both officials and people. The promotion of information technology application from the provincial to communal levels has created a modern, transparent and effective working environment.
For businesses, building a culturally standard unit is also of interest. The Department of Culture, Sports and Tourism and the Provincial Labor Federation have effectively implemented the signed cooperation programs, such as: Successfully organizing 2 exchange programs Singing for workers, listening to workers sing at Hai Yen Industrial Park and Texhong Industrial Park.
At the meeting, the Provincial Federation of Labor and local trade unions also presented many gifts to representatives of families and children of workers in the industrial park who are in difficult circumstances with the desire to join hands to support them spiritually, materially, and take care of their health.
In addition, practical models such as "Cultural - Sports Clusters for Workers", "Self-management Teams for Workers in Dormitory Areas", "Workers Clubs Away from Home" have been widely deployed, becoming spiritual support, helping workers have more space to live, connect and support each other. The TV playground for workers and civil servants with the law called "After the 8th Hour" also attracted a large number of cadres, workers, civil servants and laborers to participate; contributing to raising awareness of the law, while enriching the cultural and spiritual life of enterprises.
The spirit of “Pioneering workers entering a new era” is clearly demonstrated in Workers’ Month 2025. Activities to honor and show gratitude to workers are not just formalities but have become real festivals, arousing pride in the profession that spreads throughout the workshops.
Building cultural agencies, units and enterprises has become one of the important pillars in the movement "All people unite to build a cultural life" of the province. It is known that the Department of Culture, Sports and Tourism and the Provincial Labor Federation have reviewed, evaluated and officially recognized 50 agencies, units and enterprises that meet cultural standards in the period of 2023-2024.
In 2025, maintaining the spirit of "breakthrough in economic development", Quang Ninh will continue to promote propaganda work, organize cultural and sports events associated with professional tasks, and replicate effective models. In particular, integrating cultural movements into the socio-economic development program will create a new impetus, helping Quang Ninh cadres, civil servants, public employees, and workers to be more confident, dynamic, and creative in their work; contributing to the overall development of the whole province.
