
On the afternoon of July 9, Mr. Nguyen Van Huong, Head of Weather Forecast Department (National Center for Hydro-Meteorological Forecasting), said that the North is about to experience two consecutive heavy rains.
Phase 1 from tonight 9-7 to tomorrow 10-7, some places will have rain over 150mm. Phase 2 from night 10-12-7, total rainfall may exceed 300mm.

According to Mr. Huong, previously, the total rainfall in May and June in the midlands and mountainous areas of the North was 20-60% higher than the average of many years, causing the risk of landslides and flash floods to continue to be very high if heavy rain occurs.
Provinces such as Thai Nguyen, Lang Son, Cao Bang , Lao Cai… need to be especially vigilant against the risk of landslides and flash floods. Meanwhile, lowland areas such as Hanoi, Hai Phong, Ninh Binh, Hung Yen may experience localized flooding due to heavy rains.
According to the National Center for Hydro-Meteorological Forecasting, in June 2025, the North experienced very unusual weather phenomena: more than 20 rainy days - nearly double compared to the same period last year (in 2024 there were only 12 days, in 2023 there were 13 rainy days). In particular, many provinces such as Son La (379mm, exceeding the record in 1995), Thai Nguyen (994mm, exceeding the record in 1979), Lang Son (442mm, exceeding the record in 1978), especially the old Bac Giang province - now Bac Ninh (562mm, exceeding the record in 1986) all recorded rainfall levels higher than the average of many years from 20% to more than 60%.
Previously, in May 2025, the North experienced 4 rainy spells lasting 11 days, followed by heavy rains. Although not as extreme as June 2025, it was still much higher than the average of many years.

In the face of the return of heavy rain, on the afternoon of July 9, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep signed an official dispatch to the People's Committees of provinces and cities in the Northern region, requesting them to be ready to respond to the heavy rain that is likely to last until July 12.
