Expanding beneficiaries of industrial promotion policies

The Government issued Decree No. 235/2025/ND-CP amending and supplementing a number of articles of Decree No. 45/2012/NDCP dated May 21, 2012 on industrial promotion.

According to the decree, the industrial promotion policy is expanded and specified for small and medium enterprises, cooperatives, and business households directly investing in industrial and handicraft production; at the same time, it also adds facilities applying cleaner production, sustainable consumption, or enterprises investing in industrial cluster infrastructure. People's artisans and outstanding artisans are also recognized as beneficiaries of the policy.

The Decree adds new concepts and contents: sustainable production - consumption, digital transformation in industrial promotion activities. Another notable change is the update of the list of industries that benefit from the policy. In addition to traditional industries such as agricultural - forestry - fishery processing, mechanics, textiles, footwear, the Decree adds high-tech industries, clean industry, energy saving, environmental industry, environmentally friendly energy. At the same time, special priority is given to establishments owned by women and ethnic minorities.

Industrial promotion projects approved before the decree takes effect will continue to be implemented, ensuring stability and no disruption to local operations.

Decree No. 235/2025/ND-CP takes effect from October 15, 2025.
