At this session, the Provincial People's Council heard the announcement that the number of Provincial People's Council delegates after the arrangement is 148 delegates; announced the Resolution (NQ) of the National Assembly Standing Committee on the appointment of personnel to hold the positions of Chairman, Vice Chairman, Head of the Provincial People's Council's Committees; announced the Resolution of the Provincial People's Council Standing Committee on the appointment of 15 members of the Provincial People's Committee after the arrangement and announced the Resolution of the Provincial People's Council Standing Committee on the approval of the Deputy Heads of the Provincial People's Council's Committees including: 2 Deputy Heads of the Legal Committee, 3 Deputy Heads of the Economic - Budget Committee, 3 Deputy Heads of the Cultural - Social Committee.
The Provincial People's Council unanimously agreed and voted to pass 4 important Resolutions, including: Resolution on the establishment of Committees of the Vinh Long Provincial People's Council; Resolution on the establishment of the Office of the National Assembly Delegation and the Vinh Long Provincial People's Council; Resolution on the establishment of specialized agencies under the Vinh Long Provincial People's Committee; Resolution on the Plan to organize regular meetings in 2025 of the Vinh Long Provincial People's Council.
This is an important premise for the Standing Committee of the Provincial People's Council and People's Committee to perfect the organization, apparatus and personnel of the agencies and advisory units under the Provincial People's Council and People's Committee in the coming time, promptly serving well the activities of supervision, administration, operation and creation to serve socio-economic development, ensuring national defense and security.
In order for the Resolutions of the Provincial People's Council approved at the session to be deployed, implemented and ensure effectiveness and efficiency, Mr. Nguyen Minh Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the Standing Committee of the Provincial People's Council and the Provincial People's Committee to promptly complete the dossier and report to the competent authority according to regulations; The Standing Committee of the Provincial People's Council coordinates with the Provincial People's Committee to immediately deploy decisions on personnel work to each individual and unit; assign staff to develop the operating regulations of the Provincial People's Council, the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, and the Provincial People's Council Delegation to be issued at the mid-year session of 2025.
The People's Committee promptly issued regulations on the functions and tasks of specialized agencies to put the new apparatus into synchronous and smooth operation; ensure to serve the normal activities of people and businesses, especially in the fields of administrative procedure settlement, health, education, culture, etc. At the same time, strengthen inspection, review and unify specific tasks and solutions for each sector, field and locality; assign specific tasks to each organization and individual, direct and urge to improve discipline and order, especially setting an example of responsibility of the head; direct close coordination, make efforts to implement with the highest determination to successfully complete the goals and tasks set in 2025, especially the GRDP growth target of 8% or more, creating the premise and foundation to well implement the goal of the 2025-2030 period of increasing GRDP growth to at least double digits.
At the same time, the Provincial People's Committee is requested to direct, inspect, and closely monitor the organization and operation of the two-level government apparatus to promptly, proactively, and flexibly overcome difficulties and thoroughly handle arising problems in the spirit of running while queuing, being cautious, certain, and methodical, without haste or subjectivity.
Along with that, continue to direct the review of headquarters, material conditions, working facilities; public housing; allocate staff and allocate budget adjustments, review and adjust the public investment portfolio in accordance with regulations, meeting task requirements. Direct the review of the system of legal documents; promptly specify legal documents, instructions, policies, and laws of the State; review legal documents proposed by the People's Council and People's Committee under the authority of the People's Council and People's Committee; promptly amend and supplement appropriately, in accordance with regulations to serve well the activities of the two-level local government.
The Chairman of the Provincial People's Council also requested to promote research on regulations on decentralization and delegation of power to remove difficulties and bottlenecks in management and administration, especially in the fields of land, investment, finance, etc. Focus on assigning tasks to develop policies to support travel, housing and working conditions for cadres, civil servants, public employees and workers of agencies and organizations in administrative units, creating conditions for cadres, civil servants, public employees and workers to work with peace of mind to present to the People's Council at the mid-2025 session.
The first session is the opening session, the starting point for the activities of the new Vinh Long Provincial People's Council after the arrangement. The Chairman of the Provincial People's Council requested the Provincial People's Committee to actively direct the preparation of the contents to be submitted to the regular mid-year 2025 People's Council meeting, ensuring the content of the program, meeting the quality, requirements and expectations of the People and voters. The Provincial People's Committee directed the good coordination of the branches and local professional agencies after the arrangement to prepare a report on the socio-economic situation in the first 6 months of the year and the main tasks and solutions for the last 6 months of 2025 on the basis of synthesizing the results of the localities (3 previous provinces), forecasting the favorable and difficult situations, specific tasks and solutions in the coming time for the socio-economic development of the new Vinh Long province, close to practical requirements and new development space conditions.

The Standing Committee of the People's Council, the People's Council Committees, the People's Council Delegation Groups and the Provincial People's Council Delegates closely supervise the implementation of the Resolutions passed at the session. Provincial People's Council Delegates continue to promote the responsibility of elected representatives, promptly report the results of the session to voters; listen to the thoughts and aspirations of voters and the People; monitor and supervise the activities of the two-level government apparatus, promptly make recommendations to the Provincial People's Committee and competent agencies for consideration and resolution. Actively and proactively study and update new documents, grasp the reality of social life, participate in giving more opinions to improve the effectiveness and efficiency of the People's Council's activities; promptly reflect and make recommendations to the People's Council, the People's Committee and relevant agencies to soon have policies, mechanisms and strategies to promote socio-economic development, ensure national defense and security and improve the material and spiritual life of the People.
