Inspecting state management of education in Cao Bang

GD&TĐ - The working group of the Ministry of Education and Training requested the Department of Education and Training of Cao Bang province to propose solutions to remove difficulties in implementing a two-level government.

On August 14, a working delegation of the Ministry of Education and Training (MOET) led by Mr. Nguyen Xuan Thuy, Deputy Director of the Department of Vocational Education and Continuing Education, inspected the implementation of the State management function on education in the context of Cao Bang implementing a two-level local government model.

Implementing the policy of the Central Government, the Department of Education and Training of Cao Bang has transferred the status quo of educational institutions from preschool to junior high school to the People's Committees of communes and wards for management; vocational education and continuing education centers have been transferred to the Department of Education and Training for management. The handover of personnel and finance has been carried out fully and in accordance with regulations.

Up to now, educational facilities have been operating stably, ready for the new school year. After implementing the two-level government model, the whole province has 516 schools (an increase of 2 schools), with 9,508 teachers and 1,136 officials under the management of the People's Committees of communes and wards.

Primary school enrollment in localities has been completed before July 1, 2025. For primary and secondary schools, enrollment is carried out according to new guidelines: students register to study at the educational institution closest to their place of residence, regardless of administrative boundaries.

State management in the education sector is clearly decentralized; the digital transformation process is implemented synchronously, connecting from the Department of Education and Training to communes, wards and educational institutions. The sector also promotes the review and arrangement of the school and class network in accordance with actual conditions.

However, the implementation of management functions between the Department of Education and Training and the Department of Culture and Social Affairs at the commune/ward level still faces difficulties due to some overlapping regulations, causing difficulties in solving work; slow recruitment and transfer of teachers, especially teachers of specific subjects, due to the lack of specific guidance documents. Many Departments of Culture and Social Affairs at the commune level lack professional staff; policies for Vocational Education and Continuing Education Centers are still inadequate, affecting operational efficiency.

At the meeting, the Department of Education and Training proposed that the Ministry of Education and Training advise the Government to: Add continuing education facilities to the beneficiaries of Sub-project 1 - Project 4; Adjust and clearly define the content, objectives, and beneficiaries of Sub-project 3 - Project 5 under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, as well as Sub-project 1 - Project 4 of the National Target Program for Sustainable Poverty Reduction; Adjust the level of meal allowance support for students and boarding students; Increase local support for infrastructure, software, and human resource training to promote the application of information technology, digital transformation, and administrative procedure reform in education management.

In his concluding remarks, Mr. Nguyen Xuan Thuy acknowledged the achievements of the Cao Bang education sector and requested the Department of Education and Training to focus on proposing solutions to remove difficulties when implementing the two-level government model. Specifically, the Department needs to complete reports for each field, advise the Provincial People's Committee to arrange and recruit civil servants in charge of education; coordinate with departments and branches to open training courses for staff of the cultural and social departments at the commune level; complete the synchronous software for education management from the province to the grassroots level, ensure regular document updates; pay attention to managing and maintaining the operation of community centers to avoid interruptions.
